About this opportunity

The Department of Veterans Affairs National Acquisition Center seeks multiple awards for Radiation Therapy Equipment Systems and Accessories under a 10-year contract structure (5-year base period plus 5-year option period), with proposals due May 2, 2025, and questions due March 24, 2025.

This is a multiple-award IDIQ contract with no set-aside. Place of performance spans CONUS, Alaska, Hawaii, U.S. territories, and potentially OCONUS locations, with delivery at the order level. The procurement covers linear accelerators, simulator systems, treatment planning systems, brachytherapy systems, stereotactic radiosurgery systems, upgrades, accessories, installation, service, maintenance, and training. Vendors must supply FDA-approved systems, achieve DICOM compliance per Joint VA/DoD requirements (Attachment 1), and meet cybersecurity and information system security standards detailed in Attachment 8, including mandatory annual training and one-hour incident reporting. A Business Associate Agreement under HIPAA applies (Attachment 7).

The NAICS code is 334517 (Irradiation Apparatus Manufacturing) with a 1,200-employee size standard. The minimum guaranteed order is $4,000; maximum contract value is established by the government. Vendors with estimated annual sales exceeding $10 million are subject to VA Office of Inspector General pricing audits (Attachment 9). The contract employs a low-price technically acceptable evaluation methodology, weighing technical compliance and past performance as acceptable/unacceptable thresholds, then selecting on price. Pricing must follow a commercial price book structure with economic price adjustments up to 10% annually per FAR guidelines. The Discount and Pricing Information worksheet (Attachment 3) requires detailed competitor pricing data, customer class discounts, and sales reconciliation. Contracting Officer Taiye Adebowale leads procurement administration. Amendment A0001 incorporated labor compliance updates; Amendment A0002 provided Box submission instructions effective April 28, 2025.
