About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically Veterans Integrated Service Network 19 (VISN 19), has issued a Special Notice for a sole source contract with Omnicell, Inc. for a comprehensive pharmacy dispensing cabinet system upgrade. The notice pertains to upgrading Automatic Dispensing Cabinet (ADC) systems across multiple VA healthcare facilities in Colorado, Oklahoma, Wyoming, Montana, and Eastern Oklahoma. The upgrade will involve installing Windows 10 IoT Enterprise LTSC 2021 on pharmacy cabinets, upgrading Windows Server from 2016 to 2019, and updating Windows 7 AIO workstations. The procurement will be executed under Federal Acquisition Regulation (FAR) 6.302-1A, which allows for a sole source contract when only one responsible source can satisfy agency requirements. The contract opportunity is specifically focused on medical and surgical instrument manufacturing within the healthcare technology sector.

The primary objective of this Special Notice is to implement a comprehensive technology upgrade for pharmacy dispensing systems across seven VA medical centers and clinics. Contractors interested in responding must be registered in the System for Award Management (SAM) and submit written notifications by April 4, 2024, at 10:00 AM Mountain Standard Time to david.glanton@va.gov. While the notice is not a competitive quote request, alternative vendors may submit detailed evidence demonstrating their capability to meet the requirements, though the final determination remains at the government's discretion. The upgrade will include hardware and software modifications, new TRM chips for enhanced security, electronic user manuals, and professional services for clinical and technical implementation. Responding firms should be prepared to provide comprehensive documentation of their technical capabilities. The VA will execute a Justification and Approval (J&A) document by the Head of the Contracting Activity, which will be posted to Contract Opportunities as required by federal regulations.
