About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 21 (VISN 21) is conducting market research to identify vendors capable of providing Transcutaneous Monitoring (T-Com) CO2 Monitors for deployment across multiple Medical Treatment Facilities within the VISN 21 service territory. The procurement specifically seeks Service-Disabled Veteran Owned, Veteran Owned, Women Owned, and other Small Businesses classified under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 1,000 employees. This Sources Sought notice is issued for information and planning purposes only and does not constitute a formal solicitation. Interested vendors must submit company information, point of contact details, SAM Unique Entity ID, socio-economic status verification, applicable Federal Supply Schedule or GSA contracts, capability statements, and manufacturer authorization documentation by January 6, 2026, at 12:00 PM Pacific Standard Time to Edward.hunter@va.gov. Vendors claiming Service-Disabled Veteran or Veteran Owned status must be verified through the Vendor Information Pages (VIP) at vetbiz.gov and registered in the System for Award Management (SAM) with the specified NAICS code. The technical specifications indicate that the T-Com CO2 Monitor must measure transcutaneous oxygen (tcpO2) and carbon dioxide (tcpCO2) levels with high-accuracy sensors, feature a color touchscreen interface, configurable alarms, internal memory, wireless connectivity, and portability characteristics.

This opportunity contains no set-aside designations beyond the targeted outreach to historically underutilized business categories. No current incumbent contractor or previous award recipient has been identified in the available documentation. The pre-solicitation notice does not specify an award value, budget range, or anticipated contract quantity, as this sources sought notice is exclusively for market research purposes to assess vendor capability and availability. The response deadline of January 6, 2026, represents the initial market research phase, with no formal solicitation document currently available. Vendors demonstrating interest and capability during this sources sought phase may be considered for future formal procurement actions. The focus on small businesses within the medical instrument manufacturing sector suggests the VA anticipates identifying multiple qualified sources to support VISN 21's medical treatment facility network across a potentially broad geographic service area.
