About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 19, seeks surgical instruments for the VA Eastern Colorado Health Care System in Aurora, Colorado, with quotes due July 23, 2026 at 2:00 PM Mountain Time. This is a total small business set-aside restricted to verified small business vendors meeting the NAICS 339113 size standard of 800 employees.
Place of performance and delivery destination is Aurora, CO 80045 (1700 N. Wheeling Street). The procurement requires eight line items of minimally invasive cardiac surgery instruments specified as Scanlan brand or equal: memory alloy nerve hook, memory alloy knife handle, two Scanturian MIS needle holders with carbon-inlay jaws, two Super Cut scissors (30 and 70 degree curves) with ScanShield shaft insulation, two DeBakey forceps, two Resano forceps, and one Chitwood mini knot pusher. All instruments must feature memory alloy construction for shape retention, 12-inch total shaft length with 6-inch working length for minimally invasive access, carbon-inlay jaws for secure needle grasping, and ScanShield insulation to prevent stray energy transfer during electrosurgical procedures. Delivery is urgent, occurring Monday through Friday, 7:00 AM to 3:00 PM, excluding federal holidays, in manufacturer's original sealed containers with original equipment manufacturer warranty and current operating and maintenance manuals in both binder and digital format.
Offerors must be authorized distributors, dealers, or resellers with original equipment manufacturer authorization letters; gray market and remanufactured items are prohibited. For "or equal" products, offerors must provide technical specifications, cut sheets, or brochures demonstrating equivalency. Evaluation considers technical capability or quality, price, and completion of the Buy American Certificate (FAR 52.225-2). The Government reserves the right to make no award and will evaluate quotations on an all-or-nothing basis. Questions are due July 20, 2026 at 4:00 PM Mountain Time. The contracting office is VA Network Contracting Office NCO 19, Greenwood Village, Colorado.
