About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is seeking small business manufacturers or distributors for an Auto-Draw Oral Syringe Filling System and Auto-Wrap System for the Hudson Valley VA Medical Centers. The procurement involves two bundled solutions, with one set to be delivered to each of the Castle Point and Montrose campuses, specifically for the Pharmacy Service to precisely draw controlled substance oral liquid doses with reduced waste. The systems must be semi-automated, compact (maximum 15"W x 15"D x 14"H), and include software with security controls that can generate Code 128 barcodes. Technical requirements include support for serialization compliance with the Drug Supply Chain Security Act, one day of on-site installation/training, and a one-year standard warranty. The response deadline is May 20, 2025, at 14:00 Eastern Time, and this is a market research notice that does not constitute a formal solicitation or government commitment.

The opportunity is set aside exclusively for small businesses under NAICS code 339112 (Surgical and Medical Instrument Manufacturing), with each medical center requiring one complete system. While no specific incumbent or current contractor is mentioned, the procurement is targeted at manufacturers who can provide precise, semi-automated syringe filling and labeling solutions for controlled substance medications. The solicitation does not specify a precise award value or budget range, but it involves two complete systems with installation and training included. The systems are intended to improve pharmacy efficiency by enabling exact dosage drawing and minimizing medication waste. This sources sought notice is designed to gather market intelligence and assess potential supplier capabilities before a formal solicitation is issued.
