About this opportunity
The Department of Veterans Affairs Network Contracting Office 4 has issued a Special Notice announcing its intent to award a sole source contract to ScriptPro USA, Inc. for outpatient pharmacy equipment and software upgrades. The procurement, valued at under $250,000, will be conducted under Simplified Acquisition Procedures using the authority of FAR Part 6.302-1 (Only One Responsible Source). The contract involves comprehensive technology upgrades for the Philadelphia VA Medical Center's pharmacy systems, including server replacements, workstation software upgrades, and robotic system enhancements. The government has determined that ScriptPro is the exclusive manufacturer capable of providing the necessary proprietary equipment and support services. This is classified under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) and Product Service Code 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
The primary objective of this procurement is to upgrade ScriptPro's existing pharmacy automation systems that currently operate on unsupported operating systems, requiring immediate modernization to maintain operational continuity. The contract will be firm-fixed price with no option years and includes specific items such as full disk encryption systems, customer hard drive retention systems, endpoint security management, CPU upgrades to Windows 11, and server operating system upgrades. Any potential contractors wishing to challenge the sole source justification must submit responses by 12:00 PM on August 1, 2025, demonstrating clear and convincing evidence that competition would benefit the government. The VA has conducted market research confirming ScriptPro as the only viable source, noting that replacing current equipment with alternative manufacturers would be cost-prohibitive. This notice is not a solicitation for competitive proposals, and no solicitation package is available for distribution.
