About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16 issued a sole-source intent notice on March 23, 2026 to lease laparoscopic and endosurgical equipment to an authorized Service-Disabled Veteran-Owned Small Business distributor of Karl Storz endoscopic systems, with capabilities statements due by April 10, 2026 at 3:00 PM CST.
The requirement supports multiple surgical specialties—Urology, Otolaryngology, General Surgery, Gynecology, and Orthopedics—at Southeast Louisiana Veterans Health Care Service in New Orleans. Equipment must be fully compatible and interchangeable with existing Karl Storz endoscopic video systems already installed at the facility. The VA justifies sole-source procurement under FAR 13.106-1(b)(1)(i) on grounds that Karl Storz equipment is proprietary and the only manufacturer compatible with existing infrastructure; integration of competing systems would require full replacement, clinical staff retraining, and potential disruption to patient care.
The contract will be firm-fixed-price lease with performance from July 1, 2026 through June 30, 2027. Interested parties must submit capabilities statements demonstrating SDVOSB status and authorization as a Karl Storz distributor to kimberly.anderson6@va.gov, referencing solicitation number 36C25626Q0553. The notice is posted to SAM.gov under NAICS 532490. If no viable responses are received by the April 10 deadline, the VA intends to negotiate solely with L1 Enterprises.
