Place of performance spans VA Medical Centers nationwide, with administrative oversight at Independence, Kansas. The EndoFLIP 300 uses impedance planimetry to provide real-time, radiation-free measurement of esophageal pressure and dimensions during endoscopic and surgical procedures. The contract structure includes 15 CLINs covering the EndoFLIP 300 system, existing customer promotion pricing, one- and two-day on-site training, reader equipment, pre-use tubes and catheters in various configurations, and one-, two-, and three-year service plans, with estimated quantities of five units per year across the base year and four option years.

The contract is firm-fixed price with a 12-month base period and four 12-month option years, totaling five years. Estimated contract value is $7,772,653.33. Maximum order limitations include 100 units per single item or $750,000 total per order.

Evaluation weighs non-price factors—technical capability, past performance, and veterans preference—significantly more heavily than price. Past performance references must demonstrate relevant experience within the past three years, evaluated against Quality of Service, Cost Control, Timeliness of Performance, and Business Relations. NAICS code is 339113; PSC code is 6515.
