About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center in Frederick seeks a single-award firm-fixed-price Requirements contract for hemodynamic monitoring equipment (Becton Dickinson HemoSphere Alta Monitors or equivalent), with proposals due October 8, 2026. This is a full and open competition with no set-aside.

Performance is nationwide across all VA medical facilities under the Veterans Health Administration Equipment Life Cycle Management Program. The procurement is for portable bedside monitors capable of measuring and displaying cardiac output, oxygen delivery, oxygen saturation, stroke volume, oxygen content, and heart rate. Equipment must incorporate embedded algorithms for continuous beat-to-beat cardiac output and stroke volume measurement, embedded or integrated predictive algorithms capable of identifying patients at risk of acute deterioration through hemodynamic parameter changes (hypotension, hypoperfusion, arrhythmias, cardiac output variations), and must integrate all parameters in a single interface with EMR interfacing capability and FDA approval for adult critical care settings. The contract covers five line items: HemoSphere Alta All-in-One Bundle (55 units annually), HemoSphere Alta Cardiac Bundle (30 units annually), HemoSphere Alta Smart Recovery Bundle (15 units annually), HemoSphere Roll Stand (90 units annually), and Pressure Controller Cover (100 units annually at no cost).

The ordering period consists of one 12-month base year plus four optional 12-month renewal years, with FOB destination delivery. Only new OEM equipment is acceptable; remanufactured, used, refurbished, and gray-market items are prohibited. Authorized distributors must provide OEM authorization letters dated within 12 months of quote submission, valid for the contract's life. All pricing must embed a 3.0% Service Level Agreement fee. Evaluation follows a best-value approach with non-price factors significantly outweighing price; technical factors (Design, Servicing, Training) are most important, followed by Past Performance and Veterans Preference. Service-Disabled Veteran-Owned Small Businesses receive full credit under Veterans Preference. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with a 1,000-employee small business size standard. Contractors must comply with VA privacy and information security requirements, complete annual VA Privacy and Information Security Awareness training, and immediately report security incidents to the VA OIT Enterprise Service Desk within one hour.
