About this opportunity

The Department of Veterans Affairs (VA) Network Contracting Office 1 (NCO 1) is conducting market research through this Sources Sought notice to identify qualified vendors capable of providing heart valves and related cardiac surgical equipment for Veterans Integrated Service Network (VISN) 01 locations. The procurement will cover a comprehensive range of Edwards Lifesciences products including INSPIRIS RESILIA Aortic Valves, MITRIS Resilia Mitral Valves, Magna Ease Pericardial valves, various annuloplasty rings, Sapien 3 Ultra Resilia Valves, and associated delivery systems and equipment under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing). Key contract requirements include just-in-time delivery within 48 hours, 24/7 on-site technical support, mandatory contractor personnel training for VA staff, and a consignment agreement delivery model using state-of-the-art FDA-approved technology. This is strictly a market research initiative with no contract award anticipated from responses, and interested parties must submit capability statements limited to 8 pages by Tuesday, June 24, 2025, at 4:00 PM EST to tyler.kenyon@va.gov with solicitation number #36C24125Q0572 in the subject line. The VA will use responses for acquisition planning, size determination, and procurement strategy development without providing feedback or reimbursement to respondents.

This opportunity carries no set-aside designation and is open to all qualified vendors regardless of business size classification. The Statement of Work indicates this will be structured as a 5-year Blanket Purchase Agreement utilizing a consignment model where the government pays only when items are actually used, with payments made via government purchase card for orders under $10,000 and delivery orders for larger purchases. While specific budget ranges are not disclosed in the notice, the comprehensive nature of the requirement covering multiple product lines and the 5-year contract duration suggests a substantial procurement value for the VA's Cardiac Vascular Program. The contract aims to ensure product uniformity and availability across VISN 01 locations while providing the flexibility to update products during the contract term to maintain cutting-edge medical technology standards. No current incumbents or contractors are specifically identified in the documentation, indicating this may represent a new competitive opportunity for the cardiac surgical supply market within the VA system.
