About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is seeking to procure a Guerbet OptiStar Elite MRI Contrast Injector for the Marion VA Medical Center in Illinois. This procurement is specifically for a brand new MRI contrast injection system to replace an end-of-life dual syringe contrast media and flush solution injection system that will be used in conjunction with a GE Signa Artist 1.5 MRI Scanner. The contract requires the equipment to be manufactured within one year of the purchase date, must not be used or refurbished, and must include training and installation services along with a trade-in option for the existing Guerbet OptiStar equipment. Key technical specifications include compatibility with specific prefilled syringes (DOTAREM contrast and saline), support for various syringe sizes with specific flow rates, MR compatibility up to 3 Tesla, and advanced features such as six injection phases and 40 programmable protocols. The solicitation response deadline is June 18, 2025, and the procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing.
This pre-solicitation notice indicates no set-aside designation is being used, making it a full and open competition. The procurement specifically identifies Guerbet as the incumbent manufacturer, as evidenced by the requirement for a trade-in of an existing Guerbet OptiStar system and the brand name specification for the OptiStar Elite model. The contract includes a base service agreement for system maintenance with annual inspection plus four optional maintenance years, extending the potential contract duration to five years total. Technical specifications detail compatibility with multiple syringe configurations, including 10-125 mL capacity ranges, pressure limits ranging from 150-200 psi depending on syringe type, and flow rates from 0.1 to 10.0 mL/sec across different syringe sizes. The system must feature a mobile rolling pedestal design and include advanced capabilities such as scan delays up to 60 seconds, injection delays up to 300 seconds, and storage for the last 48 injected protocols.
