About this opportunity
The Department of Veterans Affairs Regional Procurement Office East, Network Contracting Office 2, has published a Notice of Intent to Award a Sole Source contract to Transonic Systems Inc. for the procurement of an HD03 Hemodialysis Flow System. The VA has determined that Transonic Systems Inc. is the only responsible source capable of meeting the agency's requirements under the authority of 41 USC 3304(a)(1). This sole source procurement is intended to replace existing hemodialysis flow measurement equipment at the Albany Stratton VA Medical Center that is over 10 years old and at end of life. The HD03 system will measure true delivered flow using transit-time ultrasound technology, blood recirculation, and access blood flow through indicator dilution flow measurement technology. The equipment will support hemodialysis treatment monitoring for patients using catheters, grafts, or fistulas.
Although structured as a sole source award, the VA is inviting other firms to submit written notification of their capability to meet the requirements prior to the February 2, 2026, response deadline at 4:00 PM Eastern Time. Any interested contractor must provide supporting evidence in sufficient detail demonstrating their ability to supply the specified requirements and submit responses via email to Contract Specialist Ryan Seburn at Ryan.Seburn@va.gov. The Government reserves the discretion to determine whether to proceed with competitive bidding based on responses received; however, if no responses are submitted by the deadline, the Government will proceed directly with the sole source award to Transonic Systems Inc. The contract will be structured as a one-time Firm-Fixed-Price award and will include inservice training at the Albany VA Medical Center location. Interested parties should reference the attached Flow System Statement of Work for additional technical specifications and delivery requirements.
