About this file

This is a Special Notice of Intent to Award a Sole Source Contract to Transonic Systems Inc. for the procurement of an HD03 Hemodialysis Flow System by the Department of Veterans Affairs Regional Procurement Office East, Network Contracting Office 2, serving the Albany Stratton VA Medical Center in Syracuse, New York. The contract is being pursued as a sole source award under the authority of 41 USC 3304(a)(1), based on the determination that Transonic Systems Inc. is the only responsible source capable of meeting the agency's requirements. The system will measure true Delivered Flow using transit-time ultrasound technology, Blood Recirculation, and Access Blood Flow through indicator dilution flow measurement technology. The equipment is intended to replace an existing flow system that is over 10 years old and at end of life, and will support hemodialysis treatment for patients using catheters, grafts, or fistulas.

The solicitation is structured as a one-time Firm-Fixed-Price contract with a response deadline of February 2, 2026, at 4:00 PM Eastern Time. Although this is not a competitive request, any firm believing it can satisfy the requirements may submit written notification with supporting evidence prior to the deadline. Responses should be submitted via email to Contract Specialist Ryan Seburn at Ryan.Seburn@va.gov. The Government reserves the discretion to determine whether to proceed with competitive bidding based on responses received; however, if no responses are submitted, the Government will proceed directly to award the sole source contract to Transonic Systems Inc. Additional detailed requirements are contained in the attached Flow System Statement of Work.
