About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 17 seeks the acquisition of four InBody 380 body composition analyzers or equal units, with proposals due June 24 and questions due June 19. The solicitation carries conflicting set-aside designations between source documents; one indicates no set-aside while the other designates small business set-aside. Resolve set-aside status with the contracting office before pursuing.
Place of performance is Harlingen, Texas, with delivery to VA Harlingen Healthcare Center receiving dock within 60 days after receipt of order. The procurement requires a portable, research-grade body composition analyzer capable of direct segmental multi-frequency bioelectrical impedance analysis across five body segments, completing full assessments in approximately 30 seconds and providing body fat mass and percentage, fat-free mass, skeletal muscle mass, segmental analysis, total body water, phase angle, basal metabolic rate, and visceral fat assessment. The system must include an integrated or attached touchscreen display, support secure wireless and wired data transfer, comply with data privacy standards, and include end-user training covering operation, output interpretation, data management, and troubleshooting.
The contract is firm-fixed-price, evaluated on lowest price only. A five-year manufacturer warranty on all parts and labor and an authorized distributor letter from the original equipment manufacturer are required. NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with a 1,000-employee size standard. Offers must be held firm for 90 calendar days from receipt. Submit signed SF 1449 forms and separate technical capability and pricing volumes with representations and certifications including FAR 52.212-3 compliance. All invoices must be submitted electronically per VA procedures.
