About this opportunity
The Department of Veterans Affairs Network Contracting Office 4 is soliciting offers for one digital transcutaneous carbon dioxide (CO2) monitoring system to support daily patient sleep studies at the VA Pittsburgh Healthcare System. The system must measure transcutaneous oxygen and carbon dioxide tension, pulse rate, and vital signs while maintaining compatibility with the facility's existing Somnostar v 11.4 Sleep System. All quotations must include a compliance certificate and a Letter of Authorization from the Original Equipment Manufacturer confirming the offeror is an authorized distributor or reseller; failure to provide this documentation will result in elimination from consideration. Installation services are required as part of the deliverable. The deadline for quotation submission is December 9, 2025 at 4:00 PM EST, and all inquiries must be submitted in writing to Contract Specialist Nathan Lohr at nathan.lohr@va.gov; telephone inquiries will not be accepted. Offerors are responsible for monitoring SAM.gov regularly for any amendments or updates to the solicitation, as these will only be posted on that platform.
This solicitation is designated as a 100% Small Business set-aside under NAICS Code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a size standard of 1,250 employees. No incumbent contractors or current award values are specified in the solicitation documents. The requirement consists of one unit to be procured and installed, with a price preference applied for domestically manufactured end products. The place of performance is Pittsburgh, Pennsylvania at the H.J. Heinz III VA Medical Center (15240). A recent amendment dated November 26, 2025 retracted FAR Clause 52.219-33 (Nonmanufacturer Rule) due to insufficient market research supporting the nonmanufacturer requirement and the absence of a Small Business Administration class waiver; all other solicitation requirements, clauses, and provisions remain in full effect.
