About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is soliciting custom surgical packs for the Hampton VA Medical Center under solicitation number 36C24626Q0108. The procurement includes six types of specialized surgical packs: General Surgery, Laparoscopic, Ophthalmology, Total Hip, Total Knee, and Vascular Drape packs, with quantities ranging from 15 to 500 cases per line item. This is a firm-fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a performance period from November 6, 2025, to October 31, 2026. Vendors must be verified small businesses with at least three years of experience supplying custom surgical packs and must provide references and demonstrate capability to perform the required services. The evaluation will be based on three factors: Technical/Management Approach, Past Performance, and Price, with award made to the lowest-priced technically acceptable offer. The proposal submission deadline, which has been extended multiple times, is currently December 1, 2025, at 12:00 PM EST, with submissions directed to Francine Valverde at francine.valverde@va.gov.

This solicitation is designated exclusively as a small business set-aside with no incumbent contractor identified. All pack components must have a minimum expiration date of one year from when the first item in the pack expires, and vendors are responsible for replacing any expired items at their own cost. Monthly invoicing will be required for items delivered under active delivery orders throughout the contract period. Delivery must be made to the Supply Warehouse, Supply Building 27, Averill Drive, Hampton, VA 23667, with vendors required to complete a Buy American Certificate listing all foreign and domestic end products. Specific brand names and item numbers for pack components are detailed in the provided Bills of Materials and Salient Characteristics documents, ensuring vendors understand the precise configurations required for each surgical specialty pack.
