About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16 (Network Contracting Office 16) is seeking to procure a Cardiac Ablation System and Services for the Michael E. DeBakey VA Medical Center in Houston, Texas. The government is conducting this Sources Sought Notice and Request for Information (RFI) for market research purposes to determine contractor interest, capabilities, and qualifications for providing an FDA-approved cardiac mapping ablation system capable of delivering both Pulsed Field Ablation (PFA) and Radiofrequency (RF) energy to treat cardiac arrhythmias, particularly atrial fibrillation. Potential contractors must demonstrate their ability to meet Statement of Work requirements, comply with Buy American Act and Trade Agreement provisions, and confirm nonmanufacturer rule compliance. The government will evaluate responses based on contractors' capability to provide the system with consumables and standard Original Equipment Manufacturer (OEM) service agreements, along with their availability under government contract vehicles such as GWAC, GSA, VA NAC FSS, IDIQ, or BPA. Interested offerors must submit responses by April 10, 2026, at 3:00 PM Central Time to eugene.jackson2@va.gov with the subject line "36C25626Q0628-RFI-Sources Sought Cardiac Ablation System and Services - Houston, TX," and must address nine specific capability questions in the order and format provided.
This opportunity carries no small business set-aside designation. The government anticipates that if a formal solicitation is issued, it will be structured as either a competitive, firm fixed price task order on a Federal Supply Schedule (FSS) or a firm fixed price purchase order for open market procurement, potentially as a three-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The initial purchase will include the ablation system with consumables and a minimum one-year standard OEM service agreement, with option years providing ongoing service packages and consumables; a three-year service agreement is preferred. While no specific budget or award value is disclosed in this RFI, the multi-year contract structure and inclusion of system procurement, consumables, and extended OEM service agreements indicate a substantial procurement valued in the medical device category. No incumbent contractor is identified in this Sources Sought Notice, and responses to this RFI do not constitute binding offers and carry no obligation for the government to proceed with a formal solicitation or award.
