Key operational requirements specify 120 VAC RMS power input at 500 watts, dimensions of 13.5" x 9" x 13", weight of 17.5 lbs, and vest components constructed from 1050 Denier nylon PVC-coated outer shell with 200 denier nylon PVC-coated inner shell containing auto-adjusting straps and quick release connectors with no natural rubber latex content. American-manufactured items are preferred, and all units must be shipped to the North Loading Dock at Pittsburgh VAMC. Responses must be submitted by March 14, 2026 at 10:00 AM Eastern Time to Contract Specialist Ryan Hatfield at Ryan.Hatfield@va.gov and should include company information (name, address, point of contact, phone number, email address, Unique Entity ID, and CAGE Code).

No set-aside designations are currently applied to this procurement; however, the government notes that service-disabled veteran-owned (SDVOSB) and veteran-owned (VOSB) businesses interested in this procurement must be verified through the U.S. Small Business Administration at https://search.certifications.sba.gov/. The notice does not specify any current incumbents or award values, as this is a preliminary market survey rather than an active solicitation; the government reserves the right to issue a formal solicitation at a later date based on the responses received. No specific quantity of units or contract timeline is detailed in this Sources Sought Notice, as it is designed to assess market capability and gather supplier information before the formal procurement process begins.
