About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 (VA VISN2) has issued a Special Notice for a brand name only contract to procure Resuscitation Quality Improvement (RQI) equipment for the VA New Jersey Health Care System. Specifically, the notice pertains to the Lyons VAMC located in Lyons, New Jersey, which needs to replace existing voice-activated manikins (VAMs) and purchase RQI carts to comply with VHA Directive 1177. The directive mandates that VA healthcare providers maintain training in Basic Life Support (BLS) or Advanced Cardiac Life Support (ACLS) through a quarterly, low-dose, high-frequency training program. The procurement is necessary because the current VAMs are beyond repair and out of warranty, impacting the facility's ability to conduct mandatory medical training.
The primary objective of this Special Notice is to transition from traditional instructor-led CPR classes to an electronic courseware training model with skills assessment using voice-assisted manikins. The procurement is set for a firm fixed-price contract, with a response deadline of April 30, 2025, at 12:00 PM Eastern Time. While no specific set-aside is mentioned, the associated justification document indicates that the chosen vendor is a Service-Disabled Veteran-Owned Small Business (SDVOSB). The RQI Program, recognized as the American Heart Association's gold standard, will enable healthcare providers to demonstrate competency in life support techniques. The equipment will be used to mobilize simulation stations throughout the hospital, Domiciliary, and Community-Based Outpatient Clinics (CBOCs), with an estimated contract value of $44,129.69. Contractors should note that this is a brand name only contract, and extensive market research has already been conducted to identify suitable equipment providers.

As an industry leader in resuscitation education, committed to being a high reliability and learning organization, VHA offers the Resuscitation Quality Improvement (RQI) program that provides low dose, high frequency training on a quarterly basis.
Per VHA Directive 1177, VANJ is transitioning Cardiopulmonary Resuscitation training profile from the reliance of instructor led classes to use of electronic courseware followed by a skills assessment using a Voice Assisted Manikin (VAM) program. The Resuscitation Quality (RQI) Program is American Heart Association s gold standard for health care employees to demonstrate competency in Basic Life Support (BLS) and Advance Life Support (ALS). To maintain the RQI Program at the Veterans Affairs, East Orange and Lyons campus, RQI carts and VAMs will have to be purchased. VA New Jersey Health Care System (VANJ) is looking to replace broken manikins and purchase new manikins and RQI carts for both East Orange and Lyons. The manikins used for BLS are voice activated manikins (VAM) gives real-time feedback on chest compression and airway management. Currently the VAMs are beyond repair per IT and are out of warranty. The RQI carts will be used to mobilize the Simulation Stations placed in the nursing care throughout the hospital, Domiciliary, and CBOCs.
