About this file
This document is a Single Source Justification form for a simplified acquisition procedure under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, VISN2, New Jersey Health Care System. The procurement involves RQI Carts and Manikins with an estimated cost of $44,129.69, intended to support compliance with VA Directive 1177 regarding Basic Life Support and Advanced Cardiac Life Support training.
The justification details extensive market research conducted across multiple platforms (SBA, GSA Advantage, NAC, FPDS) which confirmed only two distributors for RQI equipment. The contracting activity determined that immediate procurement is necessary due to non-compliance with the VA directive. The selected vendor, verified as a Service-Disabled Veteran-Owned Small Business (SDVOSB), was chosen after comprehensive searches yielded limited competitive options. The document includes a certification by the Contracting Officer that the purchase is approved in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), with a requirement to document price reasonableness separately.
