About this opportunity

Pacific Air Forces is soliciting quotes for one unit of an augmented reality firearm training system with proposals due August 14, 2026. This is a total small business set-aside with a firm-fixed-price contract awarded to the responsible offeror whose quote is most advantageous considering technical capability, price, and warranty.

Place of performance is Joint Base Pearl Harbor-Hickam, Hawaii, with delivery required FOB destination to 505 Hangar Avenue, Building 1001, Hawaii 96818. Desired delivery is 60 days after contract date with a maximum of 90 days.

The system must support augmented reality training (not virtual reality) for multiple simultaneous operators, specifically more than two personnel per scenario with primary use case being fire team tactics instruction for four-person standard fire teams. The system must be compatible with AR-15/M4 Carbine and SIG M18/P320 firearms, either through attachment or proprietary models. Model firearms must simulate recoil, magazine replacement, bolt lock-back on empty magazines, weapon position and cant, and weapon malfunctions. The system requires programmable scenario interface with interactive capabilities, adjustable parameters, and an After-Action Report system capable of analyzing shot trajectory, personnel placement, movement patterns, and providing walk-through replay. Critical requirement: the system must function without a constant internet connection for standalone deployment in training environments with limited or unavailable connectivity.

The NAICS code is 334310, Audio and Video Equipment Manufacturing, with a size standard of 750 employees. Payment terms are Net 30 unless alternate terms are proposed. Funds are not presently available; government obligation is contingent upon appropriated funds becoming available per FAR clause 52.232-18. Quotes must be submitted via email to SSgt Spencer Moses (spencer.moses@us.af.mil, 808-789-3165) or Mr. Steven Taylor (steven.taylor.85@us.af.mil, 808-789-3130) no later than August 14, 2026, at 1700 Hawaii Standard Time. Amendment 1 posted July 31 contains questions and answers that clarify AR versus VR requirements and multi-operator capability.
