About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking construction services to upgrade medical air systems at the Pittsburgh VA Medical Center through Project 646-23-405 UD Upgrade 2A130/7W139 Medical Air Systems. The solicitation requires complete replacement of two end-of-life medical air compressor systems with new NFPA 99 compliant AMICO Tri-Plex systems, including demolition of existing equipment, installation of new compressors with premium HMI controllers, CO and dewpoint monitors, dual desiccant dryers, and all associated electrical and piping infrastructure. Contractors must provide certified ASSE 6010 medical gas installers and coordinate installations during off-hours to minimize patient care disruption. The contract will be awarded to the lowest-priced responsive and responsible bidder who meets all solicitation requirements. Critical dates include the extended bid submission deadline of June 26, 2025 at 2:00 PM EST, with a virtual bid opening occurring the same day due to facility electrical issues.

This procurement is designated as a total Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 236220 with a small business size standard of $45 million. The project construction magnitude ranges between $500,000 and $1,000,000, with a performance period of 180 days from notice to proceed. Current system maintenance is performed by MGI Inc., with alarm monitoring handled by Johnson Controls, and the existing systems operate at 75 SCFM per pump with 25 total SCFM at 50 psi. The work will be performed at the Pittsburgh VA Medical Center located at University Drive, Pittsburgh, PA 15240, specifically targeting medical air systems in areas 2A130 and 7W139.
