About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks design-build plumbing infrastructure repairs at Carl T. Hayden VA Medical Center in Phoenix, Arizona, with proposals due May 28, 2026. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with an estimated contract value between $1,000,000 and $2,000,000.
Place of performance is Phoenix, Arizona 85012. The project scope includes replacement of failed sewer and vent piping in basements of Buildings 1 and 8, plus exterior campus grounds; replacement of heat exchangers, steam piping, condensate systems, associated valves, traps, insulation, strainers, and controls; and lift station tanks with Onicon Pulsar Ultra 3 sonar systems. Specific quantities include 2,000 linear feet of 8-inch pipe and 2,500 linear feet of 4-inch pipe, plus a 100-gallon condensate tank replacement. The contractor must complete all work within 280 calendar days from Notice to Proceed (90 days design, 190 days construction), with performance beginning within 10 calendar days of NTP.
Plumbing and mechanical contractors must hold current Arizona licenses. Approximately 40% of work occurs during normal hours; at least 60% of patient care area work must occur after 2100–0600 hours or weekends. The contractor must maintain negative air pressure and dust partitions, comply with ICRA infection control guidelines, conduct minimum 14 site visits every 20 calendar days, and submit documentation weekly. Design submissions follow a phased schedule: 30% due 15 days post-NTP, 60% review within 25 days, 90% due 20 days after 65% approval, 95% review within 10 days, and 100% construction documents due 5 days after 95% approval.
A bid guarantee of 20 percent of proposal price (not to exceed $3,000,000) and performance and payment bonds are required. For SDVOSB set-asides, the subcontracting limitation is 85% of government payments to non-certified SDVOSB firms, excluding material costs. Offerors must be certified SDVOSB and listed in the SBA certification database at both proposal submission and award. Phase I evaluation assesses technical approach, capability to perform, specialized experience, past performance, and bonding capacity with equal weighting. Phase II uses a trade-off method evaluating technical solution, schedule, safety, and price. Davis-Bacon prevailing wages apply; an amendment issued May 6, 2026 updated the Service Wage Rate Determination for Maricopa County. NAICS code is 237110 (Water and Sewer Line and Related Structures Construction), SBA size standard $45 million.
