About this opportunity
The Department of Veterans Affairs Network Contracting Office 6 has published a Special Notice announcing its intent to award a sole-source contract to ACME Technical Group LLC for security system upgrades at the Hampton VA Medical Center. The procurement involves purchasing and installing 25 personal identity verification (PIV) electronic card door readers and one alarm panel that will be integrated into the facility's existing Lenel on Guard Physical Access Control System (PACS). The contract is valued at approximately $172,053 and will be awarded under FAR 6.302-1 (Only One Source) authority as a firm-fixed-price agreement. The work will be performed at the Hampton VA Medical Center located at 100 Emancipation Drive, Hampton, VA 23667. The solicitation number is 36C24625Q1129 and falls under NAICS code 561621 (Security Systems Services) with a small business size standard of $25 million.
The purpose of this sole-source procurement is to enhance the physical access control capabilities at the medical center by adding new PIV card readers and alarm panel functionality to the existing security infrastructure. The government has justified the sole-source approach based on ACME Technical Group's unique technical expertise and intimate knowledge of the facility's current PACS, as they originally installed the system and currently hold the preventive maintenance and licensing contract. Interested parties who believe they can meet the requirements may submit their capabilities and interest via email to James Risbon at james.risbon@va.gov by the response deadline of September 10, 2025, at 3:00 PM Eastern Time. However, the notice explicitly states this is not a request for competitive quotations, and the government retains full discretion to determine whether to proceed with competitive procurement based on any responses received. The government will not reimburse any costs associated with preparing submissions to this notice.
