About this file

This document is a Sole Source Justification for a Department of Veterans Affairs contract to purchase and install physical access control system (PACS) components. The procurement involves acquiring (25) personal identity verification (PIV) electronic card access door readers and (1) alarm panel for the Hampton VA Medical Center, with an estimated cost of $172,053.00. The contract will be awarded sole source to ACME Technical Group LLC, who currently holds the preventive maintenance and licensing contract for the facility's Lenel on Guard PACS.

The justification highlights that ACME Technical Group possesses unique technical expertise and intimate knowledge of the facility's security infrastructure, having originally installed the current system. The contract will integrate new components into the existing campus-wide security system, which controls all doors, entrances, and alarms. The North American Industry Classification System (NAICS) code for this requirement is 561621 (Security Systems Services), with a small business size standard of $25 Million. The government intends to award a firm-fixed-price contract under FAR 6.302-1 (Only One Source) authority, with the solicitation number 36C24625Q1129.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-25-AP-3203

1. Contracting Activity:

Department of Veterans Affairs, Network Contracting Office (NCO6) Located at the Hampton VA Medical Center, 100 Emancipation Drive, Hampton VA 23667. Purchase Request: 590-25-2-506-0847

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This procurement is for the purchase and instillation of (25) twenty five personal identity verification (PIV) electronic card access door readers and (1) one alarm panel in support of the Hampton VA Medical Center’s Lenel on Gauard physical access control system (PACS).

Estimated cost: $172,053.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

ACME Technical Group have the current PACS preventive maintenance and licensing contract for the Hampton VA Medical Center. ACME Technical Group possesses a unique familiary with the Hampton VA Medical Center campus infrastructure and communications and as they were the contractor that completed the initial instillation of the Lenel on Guard Physcial Access Control System currently being used by facility.

ACME Technical Group has the ability to provide the equipment and instillation of the additional (25) twenty-five personal identity verification (PIV) electronic card door readers and (1) one alarm panel to be fully intergarted into the current system in accordance with the security infrastructure design.

The system controls all doors, enterways, alarms and security features for the entire campus. The operations of this system is critical in case of an emergency, and a non-functioning system would not allow for any of the facilities doors to be opened or closed, endangering all personnel. AMCE Technical Group has intimate knowledge of the needed system and the campous’s security infrastructure. They possess the back ground, technical expertise and staff to expeditiously pefromthe required work to avoid potential security risks that may put the Hampton VA Medical Center staff, visitors and Veterans at risk.

With ACME Technical Group having the current preventive maintenance and licensing contract it would not feasible to have another contractor to come in to do the installation of additional readers and alarm panel.

4. Description of market research conducted and results or statement why it was not conducted: Initial search of FPDS, eCMS and IFCAP historical data revealed the AMCE Technical Group was brought in as and emergency sole source requirement to complete the installation of the current system when the original contract had to be terminated. With ACME Technical Group’s interage knowledge of the Hampton VA Medical Center, PACS infrastructure and having the current preventive maintenance and licensing contract the CO determined that it would be in the best interest to the government to award this requirement a sole source acquisition to ACME Techincal Group, LLC.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
