About this opportunity

The U.S. Coast Guard, operating under the Department of Homeland Security, issued Special Notice 63100PR260007463 on January 15, 2026, for the procurement of Self-Contained Breathing Apparatus (SCBA) cylinders. This Request for Quotation (RFQ) seeks the supply and delivery of 33 G1 low profile SCBA cylinders with dove tail configuration, rated at 4,500 PSI, to replace end-of-life equipment currently in use. The solicitation will be evaluated using a Lowest Priced Technically Acceptable (LPTA) methodology, meaning only the lowest-priced offer will be assessed for technical acceptability, with subsequent offers reviewed if the lowest does not meet requirements. The deadline for submission is January 22, 2026, providing interested contractors with one week to prepare and submit their quotations. This procurement is classified under NAICS 339113 (Surgical Appliance and Supplies Manufacturing) and PSC 6515 (Medical And Surgical Instruments, Equipment, And Supplies).

The primary objective of this procurement is to support the Training Center Yorktown's Damage Controlman firefighting training school by replacing 33 cylinders that have reached their end-of-life service requirements. Contractors must supply cylinders that match current specifications as defined in Maintenance Procedure Card R-Q-17849 and Naval Ships Technical Manual 077, ensuring compatibility with existing equipment and training protocols. The contractor is responsible for all freight transportation costs to Training Center Yorktown under FOB Destination terms, with the government providing only a forklift and licensed operator for offloading upon delivery. The Contracting Officer's Representative will review all deliverables within 30 days and retains the right to reject or require correction of any deficiencies. No specific set-aside provisions are noted, and contractors must comply with Federal Acquisition Regulation (FAR) and Homeland Security Acquisition Regulation (HSAR) clauses, including potential requirements for Common Access Card credentials and controlled unclassified information handling procedures.
