About this opportunity

The Department of the Air Force, 97th Contracting Squadron at Altus Air Force Base, Oklahoma, seeks quotations for a 60-inch walk-behind concrete saw and five 60-inch diamond blades for rigid pavement repairs on military airfields, with proposals due August 31, 2026. The procurement is a Total Small Business set-aside restricted to NAICS 333991, with a question deadline of August 12 at 4:00 PM CST.

Place of performance is Altus, Oklahoma. The saw must be diesel-powered with a four-stroke Deutz engine, electric start, 25-inch maximum cutting depth, 1,430 RPM minimum blade speed, 74.3 horsepower, and a mandatory blade clutch; wet-only operation is acceptable. Diamond blades must be 60 inches in diameter, compatible with the specified saw, and capable of cutting reinforced concrete. Delivery is F.O.B. Destination to Altus AFB (DODAAC: F1B3R2). All offerors must register in SAM with a Unique Entity ID prior to proposal submission; failure to register renders firms ineligible for award.

Evaluation employs a two-factor methodology: the Government begins with the three lowest-priced quotes to determine technical acceptability (rated as "Acceptable" or "Unacceptable" based on whether the offer clearly meets salient characteristics). If fewer than two quotes are technically acceptable, evaluation continues to progressively higher-priced quotes until two technically acceptable quotes are identified. Award consideration goes to the lowest-priced technically acceptable quote. The Government reserves the right to award without negotiation and to award other than the lowest price for higher quality items. Quotations must remain valid for 90 days and be submitted via email with unit pricing in provided table format and technical submissions on separate documents. Buy American and trade agreement provisions apply. Payment processes through WAWF using specified DoDAAC codes.

No award will be made until funds are available; the Government may cancel before or after the closing date with no obligation to reimburse proposal costs.
