About this file

This document is an evaluation procedures attachment for federal contract solicitation FA441926Q0029 under the simplified acquisition procedures for commercial products and services.

The Government will award the contract to the responsible offeror whose offer is most advantageous considering price and technical acceptability. Best value is expected from selection of the technically acceptable quote with the lowest evaluated price. Offerors must accept all solicitation requirements, including technical requirements and terms and conditions, with failure to conform potentially resulting in rejection without further evaluation. The evaluation employs a two-factor approach: Factor 1 (Price) allows the Government to award to other than the lowest-priced quote if justified by higher quality, and Factor 2 (Technical Acceptability) requires vendors to submit technical information via secondary document demonstrating how their quoted item meets all specified criteria for the required part number. Technical submissions must be clear, concise, and sufficiently detailed to substantiate claims, with offerors assuming the Government has no prior knowledge of their experience. Quotes receive ratings of either "Acceptable" (clearly meets minimum requirements) or "Unacceptable" (does not clearly meet minimum requirements). The evaluation methodology begins with the three lowest-priced quotes to assess technical acceptability. If fewer than two quotes are technically acceptable, evaluation continues progressively to higher-priced quotes until two technically acceptable quotes are identified, with the lowest-priced technically acceptable quote receiving award consideration.

As prescribed in 12.205(a)(2), insert a provision substantially as follows:

Evaluation—Commercial Products and Commercial Services (20 April 2026)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Price

Technical Acceptability

(End of provision)

ADDENDUM TO FAR 52.212-2:

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.

By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item.

Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided criteria for the part number needed. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.

Rating Description:

“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.

Evaluation: The evaluation will begin with the three lowest-priced quotes to determine their technical acceptability.

If fewer than two quotes meet the technical requirements, the process will continue by evaluating the next lowest-priced quote. This evaluation will repeat, moving to progressively higher-priced quotes, until two technically acceptable quotes are identified.
