About this file
This document is an evaluation procedures attachment for federal contract solicitation FA441926Q0029, establishing the criteria and methodology for award decision-making.
The Government will evaluate and award the contract to the responsible offeror whose conforming offer is most advantageous, considering price and technical factors. Best value is expected to result from selecting the technically acceptable quote with the lowest evaluated price. By submission of a quote, vendors accept all solicitation requirements, including technical requirements and terms and conditions, with nonconformance potentially rendering quotes unawardable without further evaluation. Factor 1 (Price) permits the Government to reserve the right to award to other than the lowest quote for higher quality items. Factor 2 (Technical) assesses whether the vendor's quoted item meets all provided criteria for the required part number, with each vendor's quote evaluated against technical requirements and assigned a rating of either "Acceptable" (quote clearly meets minimum solicitation requirements) or "Unacceptable" (quote does not clearly meet minimum solicitation requirements). Technical submissions must be completed using a secondary document and shall be clear, concise, and include sufficient detail for effective evaluation and substantiation of stated claims, with offerors expected to provide convincing rationale addressing how their technical offer meets solicitation requirements and assuming the Government has no prior knowledge of the offeror's experience.

Evaluation—Commercial Products and Commercial Services (20 April 2026)

Price
Technical Acceptability
(End of provision)
ADDENDUM TO FAR 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.
By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item.
Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided criteria for the part number needed. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
