The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston seeks meals, lodging, training facilities, and co-located support services for the San Antonio Independent School District Junior Cadet Leadership Challenge (JCLC) scheduled May 26–29, 2026, with proposals due May 21, 2026 at 2:00 PM. The procurement is a Total Small Business set-aside under NAICS 721214, Recreational and Vacation Camps (except Campgrounds).
Place of performance is within a 100-mile radius of San Antonio, Texas. The contractor must submit the exact location and address of the camp facility along with supporting documentation. The facility must be fixed, climate-controlled, non-smoking, not undergoing renovation during the event, and not located in a high-crime area per local police statistics. All facilities must comply with applicable fire and safety codes.
The contract covers meals for 100 cadets and 35 cadre from twelve schools (nine total meals across the four-day event), lodging for 135 persons with separate male and female bathhouses meeting specified plumbing and privacy standards, and training facilities including high and low ropes courses, zip line, land navigation, team building/obstacle course, certified swimming pool with lifeguards, water tubing, softball field, basketball goal, marching drill area, and coordination with Enchanted Rock State Park. Refer to the three attachments for all instructions and information pertaining to this requirement. In addition, offeror is to provide the exact location of camp, to include address and supporting documentation, that will be utilized for this JCLC event.

1.3 Scope: The contractor shall furnish co-located support in the form of meals, lodging, training facilities, furniture, equipment, supplies, management, supervision, and labor as specified herein, for the San Antonio ISD JCLC.
1.5.6 Place of Performance: The work to be performed under this contract will be performed within a 100-mile radius of San Antonio ISD, Texas.
