The facility must not be undergoing renovation during the event, must not be located in a high-crime area as determined by local police statistics, and must comply with all applicable fire and safety codes. The contractor must also provide security measures including gate access control and lighting throughout training areas and sleeping quarters.

The contractor must furnish all meals (9 total: 2 on May 26, 3 each on May 27-28, and 1 on May 29) for 135 persons, with meals served hot at specified times coordinated with the Government Point of Contact, set up a minimum of 30 minutes prior to service. Training facilities with certified instructors are required for high ropes course, low ropes course, zip line course, land navigation course, team building/obstacle course, swimming pool with lifeguards for water safety, water tubing course, softball field, basketball goal, marching drill area, and coordinated activities at Enchanted Rock State Park. The contractor must provide an in-door facility with classroom, administrative headquarters, first aid station space (supplies and medical staff provided by government), securable storage facility, and buses for transportation. The contractor shall provide all materials, supplies, training equipment, cleaning supplies, serving equipment, disposable plates/cups/utensils, ice/water containers at training sites, and maintain adequate workforce for uninterrupted performance from 0900 May 26 through 1300 May 29, 2026. A Quality Control Plan must be submitted within 30 days of contract award, and the contractor must inform the Contracting Officer Representative (COR) of any performance issues within 7:00 AM to 7:00 PM of identification. The government will be exempt from all sales taxes and will provide transportation to the Enchanted Rock State Park hike.

PERFORMANCE WORK STATEMENT (PWS)

San Antonio Independent School District (ISD) JROTC Cadet Leadership Challenge (JCLC)

United States Army Cadet Command 5th Brigade JROTC Programs

26-29 May 2026

PART 1

GENERAL INFORMATION

1. General: This is a non-personal services contract to provide services to support the 2026 San Antonio Independent School District (ISD) JROTC Cadet Leadership Challenge (JCLC).

The Government shall not exercise any supervision or control over the contract service providers performing the services. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall have the capability to provide co-located lodging accommodation, food and water services, headquarters office and first aid station space facilities as well as training sites and other areas required to support the JROTC Cadet Leadership Challenge. The contractor shall provide services in accordance with the terms, conditions and specifications set forth in this PWS. The contractor shall perform to the standards in this contract.

1.2 Background: The contractor shall have the capability to provide co-located meal services, lodging accommodations, training facilities that provides high ropes course; low ropes course; zip line course; land navigation course; team building /obstacle course;

swimming pool for water safety course, adequate water stations throughout the camp, emergency medical coordination, furniture, equipment, supplies, tools, management and labor as specified herein, for 100 Cadets and 35 Cadre which will include the following high schools: Brackenridge, San Antonio, TX, Burbank, San Antonio, TX, Edison, San Antonio, TX, Highlands, San Antonio, TX, Sam Houston, San Antonio, TX, Jefferson, San Antonio, TX, Lanier, San Antonio, TX, Galena Park, Galena Park, TX, Conroe, Conroe, TX, and Hightower, Missouri, TX during the annual JROTC JCLC, 26-29 May 2026.

1.3 Scope: The contractor shall furnish co-located support in the form of meals, lodging, training facilities, furniture, equipment, supplies, management, supervision, and labor as specified herein, for the San Antonio ISD JCLC.

1.4 Objectives: The objectives of this contract are:

• Instruct leadership-type skills to Cadets in a “hands on” military type environment.

• Give Cadets the opportunity to experience living and interacting with their peers from other schools.

• Allow Cadets a chance to participate in citizenship building exercises.

• Provide an opportunity to participate in adventure training not available to Cadets on campus.

• To promote esprit de corps, teamwork, and self-confidence.

• To foster an environment that promotes camaraderie, good sportsmanship, and fair play.

• End State: All Cadets understand the importance of team dynamics in order to accomplish mission success while utilizing critical thinking skills.

1.5 General Information:

1.5.1 Quality Control Plan (QCP), The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract. Within 30 days after contract award, a comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system.

1.5.1.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 7:00 AM – 7:00 PM of identifying those issues. Verbal reports shall be followed up by written reports within one day.

1.5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.)

deadlines fall on a holiday, the closest workday prior to the holiday will apply as the deadline for submittal.

1.5.3.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer.

When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

1.5.4 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide, however, they may differ. Please refer to the following.

1.5.4.3 Contractor Support Hours: The contractor is responsible for conducting business, between the hours of 0900 26 May 2026 through 1300 29 May 2026. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS for the period stated. Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.5.6 Place of Performance: The work to be performed under this contract will be performed within a 100-mile radius of San Antonio ISD, Texas.

1.6 Security Requirements: The following information is provided on security related matters.

Contractor personnel performing work under this contract do not require a security clearance.

1.6.1 Physical Security: The Contractor shall safeguard all Government equipment, information, and property provided for Contractor use.

1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.7.1 The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours.

1.8 Contracting Officer’s Representative (COR): Refer to Part 2 of this PWS for the definition of a COR. As determined by the Contracting Officer, a COR will be appointed and identified by letter of designation, a copy of which will be provided to the Contractor by the Contracting Officer. The designation letter states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to obligate the Government. If the work is not written in the contract, the COR is not authorized to request new work. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies, coordinate availability of Government property, and coordinate site entry of Contractor personnel.

1.9 Key Personnel: The following personnel are considered key personnel by the government: Camp Director. The contractor shall provide a camp director who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The camp director or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The camp director or alternate shall be available between 0600-2200, Tuesday through Thursday, and 0600-1300 Friday except federal holidays or when the government facility is closed for administrative reasons.

1.10 Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties must identify themselves, to include proper marking of signature blocks in correspondence, to avoid creating an impression in the minds of members of the public that they are Government officials. The Contractor shall ensure that all documents or reports, produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

1.11 Protection of Government and Contract Information: Per Public Use Notice of Limitations stated by Defense imagery Management operations Center and contained at www.dimoc.mil/resources/limitations/, the Contractor shall not cite any information (e.g., contract information, pictures, locations, etc.) obtained through this contract on any hard copy or digital marketing tools to include its company website.

1.12 Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s OCI Mitigation Plan will be determined to be acceptable solely at the discretion of the Contracting Officer. In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. Definitions and Acronyms

2.1 Definitions: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note:

The only individual who can legally bind the government.

Contracting Officer Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Day – means, unless otherwise specified, a calendar day.

Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

Government-furnished Property – As reflected in FAR 52.245-1, Government furnished Property “means property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification.

Government Property - means all property owned or leased by the Government. Government property includes Government-furnished. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software.

Physical Security. Actions that prevent the loss or damage of Government property. Quality Assurance. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

Statement – means the specific results-based activities required to satisfy HLOs. A statement contains a result, the context of the statement, and the required action(s). Statements focus on “what” is to be accomplished; however, they are not prescriptive in describing “how” the outcome is to be achieved. Each HLO may have several statements to flesh out the areas necessary to meet the objective. Statements are similar to Level 3 in a Work Breakdown Structure.

Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privacy of contract with the subcontractor.

Workday. The number of hours per day the Contractor provides services in accordance with the contract.

Work Week. Monday through Friday, unless specified otherwise.

2.2 Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. Contractor Furnished Property and Services

4.1 General: The contractor shall furnish the following in support of this contract: meals, lodging, training facilities/areas with certified training staff, swimming pool with lifeguard and safety equipment for aquatics, an in-door facility with classroom for instruction/graduation, a securable-area facility for use as a supply and temporary storage facility, camp administrative support staff, and necessary management, supervision, labor, transportation, equipment and services for 100 Cadets and 35 Cadre required to perform work under this contract that are not listed under Part 3 of this PWS.

4.2 Materials: The Contractor shall provide all co-located facilities, meals, materials, supplies, training areas, and training equipment. Training equipment and materials provided must be serviceable and safe for use. Contractor shall furnish necessary materials such as disposable plates, cups, napkins, and utensils for each meal and serving equipment to perform under this contract.

4.3 Vehicles and Equipment: The contractor shall provide buses to transport 100 cadets and 35 cadre to local river tubing training sites.

4.3.1 Medical Support: Contractor shall provide space to set up a first aid station. Supplies and medical staff will be provided by the government.

4.4 Clothing: The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others using a portion of the uniform.

4.5 Utility Conservation: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves.

4.7 Taxes: The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

PART 5

SPECIFIC TASKS

5.1 Basic Services:

5.2 Tasks: Tasks consist of the following:

5.1.2 Lodging Requirements and Specifications. The contractor’s facilities shall meet the following minimum standards and be co-located:

5.1.3 The contractor shall provide fixed-facility, climate-controlled lodging accommodations with adequate ventilation and personal space for 100 Cadets and 35 Cadre participating in the San Antonio ISD JCLC. Lodging accommodations shall include male and female bathhouses equipped with toilets, toilet paper, sinks, hand soap, paper towels, running hot water, showers with privacy draping and changing areas.

5.1.4 Male and female Cadets will be lodged separately. Female Cadre will be lodged in the housing area with / near female Cadets. Male Cadre will be lodged in the housing area with / near male Cadets.

5.1.5 The contractor shall provide non-smoking sleeping facilities that are furnished solely based on one individual to a bed/cot with no more than two individuals to a room/tent for double occupancy.

5.1.6 The facility shall not be undergoing renovation or remodeling during the time of the camp and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.

5.1.7 The contractor shall provide security to ensure participants are in a safe and crime free environment.

5.1.8 Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.

5.1.9 Contractor shall provide all food and condiments for use at each meal.

5.1.10 Contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for each meal.

5.1.11 Contractor shall wipe down and sanitize all tables at serving location as well food preparation area and equipment. Contractor shall provide all cleaning supplies.

5.1.12 Contractor shall set-up all food and serving area, tables, chairs, and other equipment a minimum of 30 minutes prior to each meal start time as coordinated with the Government

POC.

5.1.13 Contractor shall tear down each meal service upon completion and remove all debris from site.

5.1.14 Ice/Water. Contractor shall provide unlimited amount of water and ice per day for use throughout the JCLC. Sufficient commercial water containers for 135 persons shall be located at each training site. Contractors shall fill containers with ice and water throughout the day to keep cold water available, so cadets have cold water available to stay hydrated.

5.1.15 Meals: The contractor shall provide the following quantity of meals 100 Cadets and 35 Cadre during the dates and times indicated below:

5.1.16 Menus. All meals shall be served hot, with the exception of sack lunches, as appropriate. The menu shall be coordinated with the Government POC a minimum of 10 calendar days prior to the event and any changes agreed upon at that time. Special meals provided upon request. Dinner on 28 May 2026 shall be provided at Gatti’s Pizza (830) 997- 9797, 2931 South State Highway16, Fredericksburg, Texas, 78624.

5.1.17 Contractor staff shall follow the City of New Braunfels Health & Food Safety Division standards on the appropriate methods of cleaning / disinfecting of equipment that will be used

5.1.18 Contractor shall provide dining areas that can be extended to allow for more seating that can accommodate social distancing, if necessary.

5.1.19 Team Building activities shall be designed to consider the social distancing in the activities, if necessary. The High Ropes elements shall have hand sanitizer & Lysol spray at each area in order to clean/disinfect helmets, ladders, and harnesses used by participants.

Disinfecting and cleaning supplies shall be provided by the contractor.

5.1.20 The contractor shall clean and disinfect all dormitory rooms between guests, as well as each day for multiple night stays.

5.1.21 Facilities and Training. Contractor shall provide all facilities and training facilities with certified instructors for all training events. Contractor shall provide permanent-structure facilities with electrical power for in processing, camp operations center for cadre staff, headquarters element, first aid station and dining facilities to include cleaning supplies.

5.1.22 Training: Contractor shall provide training facilities with certified instructors for all training events to include tower operations and water sessions. Contractor shall provide AED, and CPR and First Aid trained staff at each training site. The contractor shall have an AED on-site. Contractor shall provide appropriate, safe, and certified training facilities, areas, and personnel as follows:

5.1.23 The contractor shall provide one (1) safe and maintained swimming pool with both shallow and deep areas capable of accommodating 40-45 cadets at a time, all with diverse swimming skill levels as well as adequate, certified lifeguards.

5.1.24 The contractor shall provide or make every effort possible to allow the cadets to utilize the covered areas in the event of inclement weather.

5.1.25 The contractor shall provide an outdoor training area capable of accommodating 100 Cadets. This area shall include a pit designed for the creation of a campfire.

5.1.26 The contractor shall provide an outdoor open field of at least 110 meters by 110 meters, with certified instructors, for night land navigation training. This area can include wooded areas as that is emphasizes the importance of proper navigation techniques.

5.1.27 The contractor shall provide “high ropes” and “low ropes” venues for Cadet leadership and confidence building. The contractor shall ensure all necessary equipment and certified instructors are available to complete the high and low rope training during the duration of the

JCLC.

5.1.28 The contractor shall provide a venue for cadet team building. The contractor shall ensure all necessary equipment and certified instructors are available to complete the team building training.

5.1.27 The contractor shall provide a water tubing course with tubes and life vests for 100 cadets and 35 cadre.

5.1.28 The contractor shall provide at least one softball field or area large enough for softball games.

5.1.29 The contractor shall provide at least one outdoor basketball goal on hard stand.

5.1.30 The contractor shall provide an outdoor flat surface area 100 feet by 100 feet or space large enough for a platoon of 25 cadets marching drill competition.

5.1.31 The contractor shall coordinate and schedule a venue for Cadet hike, climb and cave exploration for confidence building and STEM activity at Enchanted Rock State Park, Texas.

The contractor shall ensure certified instructors are available to complete the hike and cave exploration. The government will provide transportation to this hike.

5.1.32 Miscellaneous Services. The contractor shall not be responsible for any miscellaneous charges incurred by the event participant. The contractor shall explain to the participant that miscellaneous services are not covered by this contract and are payable by the participant, such as personal telephone charges and meals more than the contract requirements, and other such services.

5.1.33 Shelter. The Contractor shall make available the auditorium and equipment for inclement weather. Inclement weather equipment includes lightning protective shelters, dining facility, and other hard structures.

5.1.34 Contractor personnel attire. Contractor personnel shall wear clothing that is clean and does not contain statements that may be offensive to others.

3.1002 Policy.

(a) Government contractors must conduct themselves with the highest degree of integrity and honesty.

(b) Contractors should have a written code of business ethics and conduct. To promote compliance with such code of business ethics and conduct, contractors should have an employee business ethics and compliance training program and an internal control system that-

(1) Are suitable to the size of the company and extent of its involvement in Government contracting;

(2) Facilitate timely discovery and disclosure of improper conduct in connection with Government contracts; and

(3) Ensure corrective measures are promptly instituted and carried out.

3.1003 Requirements.

5.1.35 Security: The contractor shall ensure that all safety control measures are in place and functioning properly to include but not limited to gate control access points, lighting throughout the training area and sleeping quarters.

5.1.36 Courtesy: The contractor's employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility. Services and consideration provided to other guests shall be provided to event participants.

3.1002 Policy.

(a) Government contractors must conduct themselves with the highest degree of integrity and honesty.

(b) Contractors should have a written code of business ethics and conduct. To promote compliance with such code of business ethics and conduct, contractors should have an employee business ethics and compliance training program and an internal control system that-

(1) Are suitable to the size of the company and extent of its involvement in Government contracting;

(2) Facilitate timely discovery and disclosure of improper conduct in connection with Government contracts; and

(3) Ensure corrective measures are promptly instituted and carried out.

3.1003 Requirements.

5.1.37 Contractor shall provide all cleaning supplies.

5.1.38 Taxes. The government is exempt from paying any sales taxes related to this contract.

Tax exemption forms will be provided to the contractor upon request.

Performance Requirements Summary (PRS)

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
