About this opportunity
The Department of the Air Force Pacific Air Forces seeks a complete, air-transportable 50,000-pound-capacity water well drilling system deployable to Guam, with proposals due September 30, 2026 at 10:00 AM CHST. The procurement is unrestricted and follows FAR Part 12 commercial product procedures.
Place of performance is the United States, with delivery required to Andersen Air Force Base, Guam by August 30, 2028. The system must perform both air and mud rotary drilling to 1,500 feet total depth with a minimum 12-inch borehole diameter, and be air transportable via C-17 or C-5 aircraft using drive-on/drive-off loading without disassembly of major components (mast, mud pump). Compliance with MIL-STD-1791 and MIL-STD-209K tie-down provisions rated for 3.0G forward, 1.5G aft, 1.5G lateral, and 2.0G vertical loads is mandatory. All diesel engines must be Tier 3 "Export Engines" capable of operating worldwide without Ultra-Low Sulfur Diesel—this requirement has no exceptions. The system must operate continuously for a minimum of 30 hours without servicing beyond refueling and include a complete prime mover tractor rig, drill trailer, mud recycling system (500 GPM, 2,500-gallon tank), rig tender truck (2,000-gallon water tank, 14,000-pound crane, 250-amp welder, 20,000-pound winch), drill site tender trailer, and spare parts kit. All components require maximum corrosion protection with five-year life expectancy, painted Desert Sand (FED-STD-595). The procurement includes 80 hours on-site training (40 operator, 40 maintenance) at Andersen AFB, technical manuals in hard-copy and electronic formats, and a 24-month or 1,000-operating-hour warranty. The NAICS code is 333132, Oil and Gas Field Machinery and Equipment Manufacturing; PSC is 3820. The contract comprises six CLINs on firm-fixed-price basis: core end-item and logistics support, shipping, training, accessory support equipment and trailer, spare and repair parts kit, and optional equipment. Award will be made to the lowest-priced technically acceptable offeror using sequential evaluation of technical acceptability, past performance (up to three references within three years), delivery schedule (30-month baseline; timelines exceeding 30 months may be rated unacceptable), and price. The government intends to award without discussions and reserves the right to award all or some CLINs. A casing hammer option was determined not acceptable for incorporation into the rig design.
