About this file

This is Amendment 0003 to solicitation FA524026Q0027, issued by the U.S. Air Force (FA5240, APO AP 96543-4040) on September 11, 2026, with an effective date of September 11, 2026. The amendment extends the proposal submission deadline from September 13, 2026 at 4:00 PM to September 30, 2026 at 10:00 AM CHST and updates the solicitation number from FA524026Q00270002 to FA524026Q00270003. The primary purpose is to correct and clarify verbiage in clause 52.212-2 (Evaluation-Commercial Products and Commercial Services).

The solicitation is for a truck-mounted drilling rig intended for delivery to Andersen Air Force Base, Guam. Offerors must submit quotes divided into three sections: Section 1 requires objective evidence (engineering drawings, manufacturer spec sheets, test reports, certifications) demonstrating compliance with mandatory baseline standards including air transportability per MIL-STD-1791C and MIL-STD-209K with certified tie-down points, a Tier 3/Export-compliant diesel engine capable of operating on high-sulfur diesel and JP-8 fuel, minimum 50,000-pound top head pullback hoist capacity with dual air and mud rotary drilling capability to 1,500 feet with 12.25-inch borehole, marine-grade weatherization per SSPC-SP 10 with minimum 10.0 mils dry film thickness in Desert Sand color, NEMA 4X electrical enclosures, and 316 stainless-steel hydraulic components, plus a 1,000-hour parts kit, complete manuals, and 80 hours of on-site training. Section 2 requires past performance references from the last three years for relevant heavy drill rig manufacturing contracts and a proposed delivery timeline with a baseline target of 30 months after contract award; timelines exceeding 30 months may be rated unacceptable. Section 3 requires firm-fixed-price pricing using the provided CLIN structure. Award will be made to the lowest-priced technically acceptable offeror using sequential evaluation, with evaluation factors of Technical Acceptability, Past Performance, Delivery Terms, and Price. The Government intends to award without discussions and reserves the right to award all or some CLINs. Contractor signature is not required on this amendment.

Instructions, Conditions, & Notices to Offerors or Quoters

Header Miscellaneous Text (Modified):

Addenda to RFO 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services

(a) Submission of Quotes:

In accordance with FAR 12.204, offerors must submit a complete quote prior to the solicitation closing date. Quotes must remain valid for a minimum of 90 calendar days from the date of submission.

(b) Quote Structure & Submission Instructions:

To permit a streamlined evaluation, the offeror's quote must be divided into three (3) distinct, self-contained sections:

Section 1: Technical Capability Submission & Objective Evidence

This section is not an evaluation factor, but a mandatory prerequisite for an offer to be considered.

Offerors MUST provide objective, verifiable evidence (via engineering drawings, manufacturer spec sheets, test reports, or certifications) demonstrating their proposed commercial product meets the following mandatory baseline standards. Failure to provide this objective evidence will result in the offer being rejected as non-responsive prior to any evaluation. Offerors shall limit such evidence to only those items priced out as a part of the quote submission.

To be considered for award, the offeror's quote must receive an "Acceptable" rating in all non-price factors. Quotes will be evaluated against the following factors:

The Government will evaluate the technical descriptions, specifications, and drawings submitted in Section 1 against the mandatory baseline standards. Quotes will be assigned an adjectival rating using the criteria in Table 1:

Table 1. Technical Acceptable/Unacceptable Rating Method (CPM 26-C-13)

Adjectival Rating Description

Acceptable Proposal meets the requirements of the solicitation.

FA524026Q00270003

Unacceptable Proposal does not meet the requirements of the solicitation

1. Air Transportability (MIL-STD-1791C & MIL-STD-209K): Detailed transport configuration schematics proving the rig must be able to be driven directly onto a C-17 military transport aircraft and driven off without needing a crane or major disassembly (like removing the mast). It must also have built-in, certified tie-down points that are strong enough to keep it from shifting during a bumpy flight, specifically withstanding forces equal to 3 times its own weight pulling it forward and 2 times its weight pulling it upward.

2. Expeditionary Powerplant: Comprehensive engine technical sheets confirming a Tier 3 / "Export" compliant diesel engine. The documentation must verify the powerplant can operate continuously on high-sulfur diesel and JP-8 jet fuel without requiring Ultra-Low Sulfur Diesel (ULSD) or Diesel Exhaust Fluid (DEF). (Note: This acquisition is supported by an approved EPA National Security Exemption under 40 CFR (S) 1068.225).

3. Core Mechanical Performance: Manufacturer data sheets verifying a minimum top head pullback hoist capacity of 50,000 lbs, alongside integrated dual-system capability for both air and mud rotary drilling down to a minimum depth of 1,500 feet with a 12.25-inch borehole.

4. Guam Environmental Weatherization: A detailed painting and material process specification confirming:

Surface preparation conforming strictly to SSPC-SP 10 (Near-White Metal Blast). A multi-step marine-grade protective coating system totaling a minimum of 10.0 mils dry film thickness (DFT) in Desert Sand (Color 30313). Weatherproof NEMA 4X rated electrical enclosures and 316 stainless-steel hydraulic fittings, lines, and hardware.

5. System Completeness: Written confirmation that the base quote includes the 1,000-hour fielding/repair parts kit, complete manuals, and 80 hours of on-site training.

Section 2: Information for Discriminative Evaluation

To facilitate the discriminative evaluation conducted under FAR 52.212-2, the offeror must submit:

1. Past Performance: Up to three (3) references for recent (within the last 3 years) and relevant (heavy drill rig manufacturing) contracts. Each reference must include the contract number, customer agency, point of contact, and a brief description of the equipment delivered.

The Government will conduct a confidence assessment of the offeror's past performance. The Contracting Officer will evaluate the recency, relevancy, and quality of the submitted references to subjectively determine the Government's level of confidence in the offeror's ability to successfully deliver the drill rig to Guam.

Neutral Past Performance: An offeror without a record of relevant past performance shall not be evaluated favorably or unfavorably and will be considered "Acceptable."

Recency: Past performance efforts must have occurred or been active within the last three (3) years prior to the solicitation release date.

Relevancy: Prior contracts will be deemed relevant if they involved the manufacture, delivery, maintenance, or training support of truck-mounted drilling rigs or heavy-machinery packages of equal or greater size and complexity.

Unknown (Neutral) Past Performance: In accordance with FAR 12.205, an offeror without a record of relevant past performance, or for whom performance information is not available, will not be rated favorable or unfavorable. A neutral past performance rating will be scored as "Acceptable" under Table 2.

Table 2. Past Performance Acceptable/Unacceptable Rating Method (DFARS 215.305)

Adjectiva l Rating

Description

Accepta ble

Description Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown (see note above).

Unaccep table

Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 [a][2][iv]). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

2. Delivery Schedule: A proposed delivery timeline reflecting total months from contract award to final delivery at Andersen AFB, Guam. The Government will evaluate the realism and viability of the proposed delivery timeline to Andersen AFB, Guam. The baseline target is 30 months ARO. Any proposed delivery schedule exceeding 30 months ARO may be rated as "Unacceptable".

Note: If offeror is a large business, the large business entity shall submit a subcontract plan.

Section 3: Price Submission Offerors must complete and return the firm-fixed-price schedule provided in Section III (CLIN Structure) and the attached Exhibit A - Pricing to this combined synopsis/solicitation.

A. The Government will evaluate the Total Evaluated Price (TEP) for fairness and reasonableness using commercial price analysis techniques outlined in FAR 12.209.

B. Receipt of Only One Offer ("1-Bid" Provision):

If only one (1) responsive quote is received, the Government reserves the right to determine price reasonableness based on market research or a comparison to the Independent Government Estimate (IGE), and may make an award directly to the single offeror.
