About this file
This is a Request for Information (RFI) and Reply document dated 8 September 2026 addressing technical questions regarding a drill rig procurement.
RFI 1 addresses the acceptability of a Casing Option, specifically a casing advancement system presented as a tolling package. The government inquiry questioned whether this system—which would allow simultaneous drilling and casing advancement—would be acceptable for the drill rig design. The response indicates that implementing this casing hammer package would require significant engineering modifications, including changes to weight and dimensions, full engineering review, and comprehensive assessment to ensure the drill rig could meet transportation requirements for C-17 or C-5 aircraft. The customer has determined that the Casing Option would NOT be acceptable. RFI 2 addresses documentation standards for technical manuals. The inquiry asked whether technical manuals must comply with specific military standards, specifications, or technical publication formats. The government clarified that no specific standard is required and will accept manufacturer's standard Commercial Off-The-Shelf (COTS) technical manuals and parts manuals in both hard-copy and electronic formats. The document includes technical diagrams depicting casing advancement system components and drilling equipment configurations but does not establish specific pricing terms, response deadlines, award dates, or set-asides.

Is what shall hence forth be referred to as the Casing Option acceptable?
The Casing Hammer option.. The recommendation is for a casing advancement system, which is a tolling package.
How this would impact Drill Rig design.
• Changes the weight
• Dimensions of the unit
• Require full engineering review and changes to the design
• A full review would need to be done to ensure this drill rig could meet the requirements to be transported in a C-17 or C-5
Here is an example of a Casing Hammer Package, so you can see how it is installed in the derrick of the drill rig. This picture shows the major component and not the full assembly.
The recommendation is a CASING ADVANCEMENT System, this tooling package would allow one the ability to drill and advance casing at the same time.
See an example in the picture above.
Answer:
The customer has responded this would NOT be acceptable.
