About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is soliciting proposals for water and mold damage remediation services at the Sam Rayburn Memorial Veterans Center in Bonham, Texas, following a water line break in two buildings. The contractor must provide equipment, materials, and manpower to remediate water and mold damage in Building 29 (rooms A1011/A1011-A/A1011-G) and Building 1 (room 530), including removal of damaged materials and complete build-back services. Key contract requirements include compliance with the VA Moisture and Mold Management Program, ICRA Level III containment specifications, submission of detailed action prevention and hazard analysis plans at least two weeks prior to work commencement, and adherence to mold remediation protocols established by professional assessments. The solicitation requires offerors to address specific technical requirements outlined in the supporting mold assessment and asbestos survey reports, which confirmed no asbestos in the affected materials but identified water damage affecting less than 25 contiguous square feet. Critical deadlines include a Request for Information submission deadline of November 25, 2025, and the revised proposal due date of January 5, 2026, at 1:00 PM CST, with a mandatory site visit held on November 19, 2025.

This solicitation is designated exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 236220 (Commercial and Institutional Building Construction), with a PSC category of Z1DA (Maintenance of Hospitals and Infirmaries). The estimated contract value ranges between $100,000 and $250,000, with a performance period of 90 days for completion of all remediation and build-back work. Contractors must be registered and verified in the Vendor Information Pages and are subject to subcontracting limitations, with no more than 85% of the contract amount authorized for payment to non-certified firms for general construction work. The work will take place at the Sam Rayburn Memorial Veterans Center located at 1201 E. Ninth Street, Bonham, Texas 75418. No incumbent contractor is identified in the solicitation documents, indicating this represents a new procurement opportunity for qualified small businesses meeting the SDVOSB requirements.
