Potential contractors must be registered in the System for Award Management (SAM) database and carefully follow the quote submission requirements detailed in section E.9(a) II of the solicitation. All questions regarding the solicitation must be submitted in writing to Eric Christy by May 29th, 2025, at 3:00 PM Eastern Time, with no questions accepted after this deadline. The Service Contract Act Wage Determinations will apply to this acquisition, and contractors are responsible for their own quote preparation and submission costs.
The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS Code 541350, with a business size standard of $11.5 million. The project will be performed in Wilkes-Barre, Pennsylvania, and involves comprehensive inspections of fire and smoke dampers across multiple building zones, as documented in the attached PDF and Excel reports. The initial documentation reveals 53 individual fire and smoke dampers, with 176 total entries documenting their current status, including 16 entries currently marked as non-compliant. The period of performance is estimated, and the contract will require detailed documentation of damper conditions, including photographic evidence and compliance assessments. Contractors will need to navigate complex facility access requirements and potentially use ICRA/HEPA carts in specific areas during the inspection process.
