About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is seeking comprehensive construction services to maintain parking garage safety at the Cincinnati VA Medical Center located at 3200 Vine Street. The project requires a contractor to provide complete construction services including labor, materials, equipment, and supervision to replace waterproofing joint sealants throughout the garage and remove and patch concrete at joints where water intrusion has caused damage. The contractor must coordinate with THP LTD, a qualified consulting firm, to perform structural condition assessments of the garage including floors, soffits, perimeter walls, facade, and stair tower, incorporating sounding surveys and chloride ion testing. All work must be performed over weekends to avoid conflicts with VA operations and comply with general industry standards for concrete condition assessment of parking structures. The VA intends to issue the solicitation around October 15, 2025, with responses due by October 30, 2025 at 4:30 PM Eastern Time.
This opportunity is designated as a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 238110 (Poured Concrete Foundation and Structure Contractors) with a small business standard of $19 million. The estimated construction value ranges between $100,000 and $250,000, reflecting the scope of concrete repair and structural assessment work required. The performance period is established at 90 days following the Notice to Proceed, providing a defined timeline for completion of all construction and assessment activities. The project addresses both immediate safety requirements and weather damage remediation while providing a comprehensive survey of existing conditions throughout the parking structure. No incumbent contractor is specifically identified in the pre-solicitation documentation, indicating this may represent a new procurement opportunity for qualified service-disabled veteran-owned small businesses.
