About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 20, contracting through the Network Contracting Office 20 in Vancouver, Washington, seeks an asbestos removal contractor for the Boise VA Medical Center, with proposals due June 15, 2026, at 10:00 AM PDT. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS 562910 (Remediation Services).
Place of performance is Building 67, Room G26, at 500 W Fort Street, Boise, Idaho 83702. The scope involves removing approximately 475 square feet of asbestos-containing black mastic located beneath non-asbestos floor tile in a former medical records room. The contractor must establish a full negative pressure enclosure with HEPA filtration, implement at least one decontamination chamber, remove all material using wet methods only, and seal and dispose of asbestos waste in compliance with OSHA 29 CFR 1926.1101. All personnel must hold EPA Asbestos Worker and Supervisor Certifications. Pre-abatement deliverables include a detailed written abatement plan and EPA notification documentation. Final clearance requires visual inspection by a VA Industrial Hygienist and aggressive surface agitation air sampling per NIOSH Method 7400 using Transmission Electron Microscopy.
Amendment 001, posted June 11, confirms that the VA has no survey reports, sampling reports, laboratory results, or testing documentation available to support identification of asbestos-containing materials or non-asbestos floor tile determinations. Award is anticipated as a Firm-Fixed-Price contract. Evaluation weights technical ability significantly more than cost. Prevailing wage rates apply per Department of Labor Wage Determination ID20260104, effective May 18, 2026. Questions or submissions should be directed to Madeline Small (Madeline.Small@va.gov) or Alan Perez (Alan.Perez@va.gov).
