About this file

This document is an asbestos abatement plan for Building 67 Records at a VA Medical Center facility. The project involves the removal of approximately 475 square feet of asbestos black mastic located under non-asbestos floor tile in two locations: Location A contains 225 square feet under old medical records platforms that may be removed within the containment prior to abatement if desired, and Location B contains 250 square feet where platforms must be removed after abatement begins due to poor floor condition from past water damage.

The removal parameters specify that the contractor must establish a full negative pressure enclosure with HEPA-filtered air exhausted outside, using 6-mil polyethylene walls. The contractor may set up either one larger containment or two smaller containments at their discretion. Removal must be performed using wet methods only with no sanding, and all asbestos waste must be sealed in 6-mil polyethylene bags and/or sealed plastic drums labeled as asbestos waste. A one-stage decontamination system is required to prevent airborne asbestos migration. Room G26 requires a splash guard on hard walls and plastic flooring on non-asbestos areas to prevent damage or staining. Third-party involvement includes visual clearance by VA Industrial Hygiene and aggressive air sampling for final clearance, with the option for the contractor to subcontract the industrial hygiene company (Atlas) or have VA coordinate. The contractor may use the STG2 exterior exit with nearby parking and may keep the door open during work but must seal it closed afterward. VA Construction Shop will provide project management while a VA Industrial Hygienist will provide abatement oversight.
