About this opportunity
The United States Coast Guard, Surface Forces Logistics Center, announced on August 10, 2026 its intent to award a sole-source purchase order to Management Concepts Inc. for delivery of the proprietary G-Invoicing and the Intragovernmental Process (5138) training course, with responses due August 12, 2026. This procurement is restricted to sole-source award under Simplified Acquisition Procedures; the government does not intend to issue a contract based on responses to this notice alone.
The Coast Guard seeks virtual instructor-led training for four personnel (funding officials, program officials, and payment approvers) scheduled August 26–28, 2026, 9:00 AM to 5:00 PM daily. The curriculum must cover nine competency areas: G-Invoicing mandate impacts across the intragovernmental transaction lifecycle; transaction lifecycle stages; agency integration of intragovernmental processes; General Terms and Conditions reporting; transparency communication between trading partners; order and financial impacts; performance and settlement preparation; and effective G-Invoicing strategy development.
Management Concepts holds copyright to the course curriculum and has not licensed any other vendor to deliver it. The government conducted market research that yielded no alternative sources. Contractors believing they can provide an equivalent training program are invited to submit a written Capability Statement including company name, address, CAGE Code, UEI Number, web page URL, company size, NAICS Code, and clear evidence of ability to deliver equivalent curriculum, learning objectives, and instructional delivery. The justification for other than full and open competition and the sole-source letter are attached for review.
