About this file
This is a Statement of Work (SOW) for G-Invoicing and Intragovernmental Process training being procured by the United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC). The Coast Guard seeks virtual training for four personnel (funding officials, program officials, and payment approvers) to gain comprehensive understanding of G-Invoicing as a central platform for generating and managing interagency agreements in buy/sell transactions among federal trading partners. Training delivery is scheduled for August 26-28, 2026 (Wednesday through Friday), from 9:00 AM to 5:00 PM each day, conducted entirely online.
The training curriculum must cover nine key competency areas: impacts of the G-Invoicing mandate across the intragovernmental transaction lifecycle; stages of the transaction lifecycle; agency intragovernmental transaction process integration; General Terms and Conditions reporting impacts; communication skills for transparency between trading partners; orders and financial impacts; performance and financial impacts; settlement transaction preparation processes; and development of effective G-Invoicing strategies. The related federal contract opportunity indicates the Coast Guard intends to award this requirement on a sole-source basis to Management Concepts Inc. under Simplified Acquisition Procedures, with the SOW specifying the technical and educational requirements for the proprietary G-Invoicing Course (5138).
