About this opportunity
The Department of the Air Force Global Strike Command is seeking a contractor to provide monthly cleaning and hazardous materials removal services at the 25-meter indoor firing range (Building 1235) located at Whiteman Air Force Base in Missouri. The contractor must remove copper dust, debris, and hazardous materials from the 14,000 square-foot range facility, which includes the range floor, firing platform, backstop plates, and bullet trap area, while ensuring compliance with OSHA standards to maintain a safe training environment and prevent accumulation of flammable dust and toxic substances. Key contract requirements include monthly cleaning services performed between 0730-1600 hours on Monday-Friday (excluding federal holidays and family days), quarterly replacement of 55-gallon waste collection barrels, biannual replacement of dust collection unit filters, and full responsibility for waste disposal and hazardous waste manifesting in compliance with EPA and Missouri DNR regulations. The government will evaluate proposals based on best value, considering technical capabilities (evaluated as acceptable or unacceptable) and pricing, with the right to reject unreasonable or unbalanced pricing. Quotes must be submitted no later than February 27, 2026, at 1000 CST, with the anticipated contract start date of May 1, 2026.
This solicitation is a 100% small business set-aside under NAICS code 562910 (Remediation Services) with a $25 million size standard, and no incumbent contractor is identified in the available documentation. The contract is structured as a firm fixed-price arrangement with a base period from May 1, 2026, through November 30, 2026 (seven months), followed by four optional one-year periods extending through November 30, 2030, plus a possible six-month extension option at the end of year four using the same rates. The range operates at approximately 6,000 to 10,000 rounds monthly depending on training schedules, with only specific ammunition types (5.56mm and 9mm frangible rounds, 12-gauge buckshot, and 5.56mm ball rounds) authorized for use on the range. The place of performance is Whiteman Air Force Base, Missouri, with contractors required to obtain base access through visitor control procedures and coordinate monthly with the government point of contact during the first week of each month. All companies must be registered in the System for Award Management (SAM.gov) and comply with prevailing wage requirements under the Service Contract Act (Wage Determination WD 2015-5089, Revision 29).
