1.The PWS does not mention a lead abatement (waste code D008) for hazardous materials. Is the expectation to have sampling test done before each cleaning ? If so, will there need to be a pre-wipe conducted by a Certified Industrial Hygienist and a post-wipe to confirm all contaminates are removed?

17. Hazardous waste manifests / coordination: The PWS notes hazardous waste manifests must be signed by the 509 CES/CEIE Hazardous Waste Manager. Will the Government provide standard turn-in/coordination procedures and typical lead times for signature/turn-in?

18. Is there a requirement for a 3rd Party CIH to conduct air sampling during each cleaning?

19. What are the Air Force's clearance level requirements following the cleaning?

20. Are we required to provide a full deep wipe down of the bullet trap?

21. Is there going to be a requirement for conducting surface sampling for clearance?
Yes. A sample test was conducted before the contract was awarded.
22. Are the walls, ceiling and top rails for target systems part of the full cleaning?

28.Filter replacement frequency / configuration: The PWS states 12 filters every six months. Is this per unit/system, and are there multiple filter banks/units on site?

29.Waste stream expectation: For disposal planning, should range debris/DCU dust be managed as non-hazardous unless contractor testing indicates otherwise, or does the Government anticipate any portions as hazardous?

30.Profiling/testing cadence: Does the Government have an expected waste profiling/testing frequency (initial profile only, annual, per load, or as-needed based on process changes), or is this entirely contractor-determined?
PWS #5: The contractor shall be responsible for all waste disposal, i.e. barrels, filters, dust, debris, brass, etc. Waste shall be disposed of IAW with EPA and MO DNR requirements. Any required permits and/or fees are the responsibility of the contractor. In Feb 2024 multiple tests were conducted on the range debris that indicate that waste codes D008 and D001 do not apply and that D003 is not suspected. It is the responsibility of the contractor to comply with OSHA, EPA and/or the state of Missouri regulations to ensure proper waste code identification and disposal, for the duration of the service contract. It is the responsibility of the contractor to monitor waste code classification and perform any necessary testing to ensure that waste is being disposed of correctly and in accordance with regulation and law. Any hazardous waste being removed from the installation, must be manifested and that manifest must be signed by a 509 CES/CEIE Hazardous Waste Manager.
31.Photos/date: Can the Government provide any additional current-condition photos beyond Attachment Photos, or confirm the date of the included photos (photos do not appear dated)?
32.Wing Down Days: The PWS references Wing Down Days for scheduling. Please confirm how Wing Down Days will be communicated to the contractor (annual list, monthly notice, or base calendar source).
PWS #6: The contractor shall contact us within the first week of each month to coordinate with the government point of contact and accomplish this work once a month.
During this coordination the RO shall inform the contractor of upcoming Wing Down Days to avoid delays.
33. Is this requirement a routine recompete at end of period of performance, or were there changes in scope/performance expectations driving the new solicitation?
Yes, this is a Base +4 year option year contract so at the end of the contract a routine recompete will occur creating a new solicitation for the date of 1 December 2030.
34. Have there been any material changes since the Feb 2024 waste testing referenced in the PWS (e.g., debris composition, disposal classification, DCU configuration, cleaning frequency)?
Please identify any known issues with barrel/filter replacement expectations and confirm the Government’s intended minimum frequencies.
