509 SFS/CATM 25-METER INDOOR RANGE CLEANING

Combined Synopsis/Solicitation (COMBO)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Solicitation FA462526Q1019 is being issued as a Request for Quote (RFQ). All quotes shall be valid for a period of 90 days.

The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06; Effective 10/01/2025. Defense Acquisition Circular 11/10/2025 and Department of the Air Force Federal Acquisition Circular 10/16/2024.

This is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this project is 562910, Remediation Services with a size standard of $25 Millon.

The purpose of this combined synopsis and solicitations for the purchase of Firing Range Cleaning in accordance with the Performance Work Statement (PWS).

Site Address: 747 12TH STREET, BLDG 1235, Whiteman AFB MO, 65305

This will be a Firm Fixed-Price Contract. The Vendor is responsible for requesting any additional information required to submit an accurate quote.

Site Visit Information: There will not be a site visit offered or held for this solicitation.

Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

Evaluation Factors:

Evaluation for this acquisition will be based on best value of technical capabilities and price.

Technical capabilities will be evaluated as Acceptable or Unacceptable.

Note: In context of acceptability/unacceptability a neutral rating shall be considered acceptable.

Price will be evaluated based upon the best value proposed. The Government reserves the right to refrain from awarding to any Offeror with pricing that is not determined reasonable, and/or is unbalanced.

The contract start date is projected to be 01 May 2026.

Quotes must be received no later than 23 February 2026 NLT 10:00AM CST to be considered for award; late quotes will not be considered for award. Emailed quotes using file compression, such as .zip, will not be accepted.

NOTE: It is the responsibility of the offeror to ensure timely receipt of the proposal. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mail/attachments. Late receipt of proposals due to a network firewall or outages will be considered late. Offerors should allow sufficient time for the email traffic to be delivered. E-mails received in the Government office after closing time will be considered late and not considered for award.

The Service Contract Act,WD 2015-5089, Rev.29 published Dec 2, 2025, will apply.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoices will be processed via Wide Area Work Flow (WAWF) and instructions shall be provided at time of award.

The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters. The government, however, reserves the right to conduct discussions if deemed in its best interest.
