The 18-point range spans 14,000 square feet with an 8'6" ceiling height. Work must be performed monthly between 0730-1600 hours, Monday-Friday, excluding Federal holidays and Family Days, with scheduling coordination required within the first week of each month. The contractor shall provide and replace 55-gallon "skinny" barrels (23.5" wide diameter x 33.5" tall) from the Dust Collection Unit as needed but no less than monthly, and replace 12 DCU filters (part number P190827-016-436) every six months. All work must comply with OSHA standards 29 CFR Parts 1910 and 1926, 49 CFR 100-199 and 261, and EPA and Missouri DNR requirements using an explosion-proof HEPA-filtered vacuum. The contractor bears full responsibility for waste disposal, waste code identification and testing, obtaining required permits and fees, and ensuring hazardous waste manifests are signed by the 509 CES/CEIE Hazardous Waste Manager. The only ammunition fired on the range includes 5.56 and 9mm frangible rounds, 12 gauge buckshot, and A1093 5.56 ball rounds.

1. Overview: The contractor shall provide all tools, supplies, equipment, transportation, and labor necessary to perform copper and hazardous waste decontamination, clean-up, removal and disposal from the Combat Arms

25-meter firing range, Bldg 1235, 747 12th Street, Whiteman Air Force Base. These services are located an Air Force Base Installation and does require the ability to obtain base access via visitor control procedures. The contractor will allow sufficient time to obtain base access to meet all minimum timelines outlined in this Performance Work Statement. Range size: 18-point range, 14,000 square feet, 8’6” ceiling height, 9’ height to baffles, space between bullet trap and concrete wall is 12’. The only rounds fired on this range are 5.56 and 9mm frangible, 12 gauge buckshot, and A1093 5.56 ball rounds.

2. Requirement: The contractor shall clean the 25-meter range in accordance with guidance set forth in OSHA standard 29 CFR Parts 1910 and 1926, 49 CFR 100-199 and 261. In accordance with these guidelines, the contractor will use proper personal protective equipment (PPE), site security, clean up, decontamination procedures, medical monitoring and disposition of waste, hazardous waste spill and decontamination contingency plan and emergency procedures for their workers.

3. Work to be accomplished:

Removal of copper dust and all debris (hazardous and nonhazardous) from the range floor, firing platform, backstop plates and behind the bullet trap.

Work to be conducted when needed: The 55 gal “skinny” barrels from the Dust Collection Unit (DCU) and Auger system will be removed, disposed of, and replaced with a new barrel. Contractor shall provide new 55 gal

“skinny” barrels as needed, but no less than twice a year. Replace the DCU filters. The DCU filters will be provided by the Contractor.

4. Specific equipment needed: The use of an explosion proof HEPA filtered vacuum to remove heavy accumulations of lead dust and nitro cellulose. Any other special equipment to comply with OSHA, EPA and/or the state of Missouri are the responsibility of the contractor.

5. Waste Disposal: The contractor shall be responsible for all waste disposal, i.e. barrels, filters, dust, debris, brass, etc. Waste shall be disposed of IAW with EPA and MO DNR requirements. Any required permits and/or fees are the responsibility of the contractor. In Feb 2024 multiple tests were conducted on the range debris that indicate that waste codes D008 and D001 do not apply and that D003 is not suspected. It is the responsibility of the contractor to comply with OSHA, EPA and/or the state of Missouri regulations to ensure proper waste code identification and disposal, for the duration of the service contract. It is the responsibility of the contractor to monitor waste code classification and perform any necessary testing to ensure that waste is being disposed of correctly and in accordance of regulation and law. Any hazardous waste being removed from the installation, must be manifested and that manifest must be signed by a 509 CES/CEIE Hazardous Waste Manager.

6. Scheduling: The contractor shall contact us within the first week of each month to coordinate with the government point of contact and accomplish this work once a month between the hours of 0730-1600, Monday- Friday, excluding Federal holidays and Family Days. If the 1st falls on a Saturday, Sunday, Federal holiday, Family Day, or Wing Down Day then the contractor will come on the following business day."

7. Skinny Barrel Information: Skinny barrel dimensions are 23.5” wide diameter x 33.5” tall.

Barrels must be replaced as needed and at a minimum every month.

8. DCU Filter Information (Contractor provided): 12 DCU filters need to be replaced every six months. Filter part number is P190827-016-436. Dimensions: 254 square foot filter area, outer diameter is 13.84 inches, inner diameter is 9.46 inches, 2 inch pleat height and 26 inches in length. Media type is ultra-web.
