About this opportunity
The Department of Justice Bureau of Prisons Federal Correctional Institution McDowell is seeking food subsistence bids for the 4th Quarter of Fiscal Year 2025, with a solicitation covering approximately 50 different food items including canned vegetables, meats, grains, spices, condiments, and dairy products. The procurement is structured as a competitive bid process with specific technical requirements for food delivery, packaging, and quality standards. Evaluation criteria will prioritize past performance and delivery schedule, with greater emphasis placed on vendor reliability and precise adherence to specifications. Potential vendors must submit detailed bids by May 28, 2025, at 4:00 PM EST, with all calculations and case counts meticulously documented. Bids should be emailed to jriffe@bop.gov, with additional questions directed to j1jackson@bop.gov or r3mullins@bop.gov.
The solicitation is designated as a total small business set-aside with a size standard of 100 employees, specifically targeting the Perishable Prepared Food Manufacturing sector. Delivery is scheduled for July 1-15, 2025, to the facility warehouse located in Welch, West Virginia, with strict temperature control requirements for perishable items. All products must have a minimum 90-day shelf life upon delivery, and vendors face potential exclusion from future solicitations if they fail to meet specifications or deliver non-compliant items. While specific award value is not explicitly stated, the procurement covers a comprehensive range of food items with quantities varying from 50 to 57,660 units across different product categories. The government will award by line item to the lowest responsive and responsible bidder, with a strong emphasis on ensuring high-quality, compliant food supplies for the federal correctional facility.

Evaluations will be based upon past performance, socio ‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line ‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter............Please email bids to: jriffe@bop.gov Additional questions should be directed to: j1jackson@bop.gov or r3mullins@bop.gov
