About this opportunity
The 48th Contracting Squadron on behalf of 48 Expeditionary Maintenance Squadron (48 EMS) seeks quotes for one F-35A wrap-around maintenance stand, with quotes due August 31 at 15:00 BST and questions due August 14 at 14:00 BST. The procurement is firm-fixed price for commercial items under FAR Part 12 with no small business set-aside due to the overseas location.
Place of performance is RAF Lakenheath, United Kingdom (Building 1219, Chester Street, Brandon IP27 9PS). The stand must be designed, manufactured, tested, and delivered within 24 weeks from award, with final delivery to DoDAAC F2P2MX in the United States 90 calendar days from contract award. On-site assembly and training occur Monday through Friday, 0800–1700 local UK time, excluding US Federal and UK Bank holidays.
Technical requirements are extensive. The stand must accommodate F-35A aircraft with adjustable working height reaching 9 feet maximum deck level (intermediate levels at 96 and 84 inches), constructed from 6061-T6 aluminum welded to AWS D1.2 standards by certified welders under ISO 9001 quality systems. The stand requires modular, independently mobile sections with heavy-duty wheels, integrated brakes and locks, custom slip-resistant self-draining deck planking with infinitely adjustable contoured sliders, and Safety Yellow handrails compliant with AFOSH, OSHA, and CALOSH standards. Electrical outlets must provide dual voltage (120V/15-amp and 220V/30–60 amp with GFI protection), integrated relocatable pneumatic manifolds with auto-rewind hose reels, and MIL-STD-130 compliant unique identification plates. The contractor must comply with OSHA 29 CFR 1910, DAFMAN 91-203 Chapter 13, DAFI 21-101, and AFOSH 91-501.
Contractor must supply on-site familiarization training, technical Use, Care, and Maintenance documentation, a minimum one-year warranty on manufactured components, and coordinate with USAF logistics for National Stock Number assignment and supply system cataloging. Quotes must include CAGE or NCAGE Code, technical documentation not exceeding 20 pages, and remain valid for 60 calendar days from submission. Evaluation weighs price and technical capability. NAICS code is 336413; PSC code is 4920. Funds are not presently available; no award will occur until funds are secured.
