About this opportunity

The Department of Energy Office of Science seeks quotes for a Modular Autonomous Thin Film Laboratory, a robotic system for autonomous preparation and characterization of solution-deposited thin films, with quotes due September 25 and questions due September 9. This is full and open competition under NAICS 334516 with a 1,000-employee size standard; no set-asides apply.

Place of performance is Upton, New York. The contractor must deliver a mobile robotic platform comprising two interchangeable lockable wheeled tables with a maximum footprint of 2.5 by 1.5 meters and height of 2.0 meters, integrating a primary multi-axis process robot, transfer robots, spin coaters (minimum one, two preferred), blade coaters (minimum one, two preferred), at least four thermal annealing instruments, and automated solution preparation capability. The system must support rectangular samples 10–25 mm per side and rigid samples 200–800 micrometers thick, with storage for minimum 20 solution vials, 96 pipette tips, and 100 samples. All robots require Python-based APIs. Electrical equipment must be NRTL-listed. Delivery to Brookhaven National Laboratory is vendor-proposed; installation, commissioning, training for minimum two staff, and delivery of end-item documentation are required within 22–24 weeks of award. Contract type is Firm-Fixed Price. Payment terms are Net 30 for large businesses and Net 10 for small businesses under a four-milestone schedule (delivery to BNL, commissioning, training, end-item documentation). Offerors must comply with ISO 9001 quality standards, provide two or more customer references, submit technical narrative and product literature in Volume 1, and pricing in U.S. dollars inclusive of delivery, import duties, and customs in Volume 2. Offerors must be registered in SAM with a Unique Entity ID or, if foreign, complete AMS-Form-050. Buy American Act compliance is required.
