About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 1, is procuring firm-fixed-price minor construction services to address patient safety findings at the Presque Isle Community Based Outpatient Clinic in Presque Isle, Maine, with an RFQ response deadline of September 4, 2026 at 3:00 PM ET. The acquisition was initially set-aside for Service-Disabled Veteran-Owned Small Businesses pending adequate interest from sources sought (due April 14, 2026); the RFQ issued August 19, 2026 is not a small-business set-aside, indicating insufficient SDVOSB interest was received.
Work includes installation of remote door operators with handicap buttons in two patient bathrooms (Rooms 109 and 105), ADA-compliant handrails in corridors 113 and 139, and a VA-provided oxygen sensor in Room 137. The site contractor must maintain a 30-hour OSHA-certified superintendent; all subcontractors must hold 10-hour OSHA certification. Performance is 90 calendar days from Notice to Proceed, conducted during normal business hours (7:00 AM to 4:00 PM, Monday through Friday) unless contracting officer approves otherwise. The facility is located at 732 Main Street, Presque Isle, Maine 04769.
NAICS 236220 (Commercial and Institutional Building Construction) applies; small business size standard is $45 million. Applicable wage rates follow determination ME20260006 (Revision 01, May 18, 2026) for Aroostook County, Maine. Evaluation considers technical approach, relevant construction experience and past performance, veterans involvement (SDVOSB and VOSB registration receives evaluation credit), and price. A site visit is strongly encouraged on August 24, 2026 at 11:30 AM. Direct technical questions to contracting specialist Sydney Dugal at sydney.dugal@va.gov by August 28, 2026 at 3:00 PM ET.
