About this opportunity
The Air Force Sustainment Center at Tinker Air Force Base in Oklahoma is seeking quotations for the procurement of one 40-ton rough terrain mobile crane through a firm fixed price contract. The crane will be used by the 76 Aircraft Maintenance Group to support programmed depot maintenance and aircraft recovery operations on multiple weapon systems including E-3, KC-135, KC-46, B-52, B-1B, and Navy aircraft. The contractor must deliver a complete turnkey crane package meeting rigorous technical specifications, including a 40-ton lifting capacity, power-operated telescoping boom extending to 100 feet minimum, Tier 4 Final diesel engine with minimum 158 horsepower, four-wheel drive with multiple steering modes, fully enclosed cab with climate control, and compliance with OSHA and ASME standards. The contract will be evaluated based on technical acceptability and lowest total evaluated price, with award made to the vendor offering the lowest price among all technically acceptable quotations. Quotations are due by April 13, 2026, at 12:00 PM Central Standard Time and must remain valid for 90 days following submission; all offerors must be registered in the System for Award Management (SAM) prior to quoting.
This is a 100% small business set-aside, making the opportunity available exclusively to qualified small business contractors. The contractor is responsible for delivering the crane on a detachable gooseneck lowboy trailer to Building 2139 at Tinker Air Force Base in Oklahoma City, Oklahoma, with all transportation and freight costs included in the quoted price under FOB Destination terms. The contract includes on-site training for up to 20 personnel across two shifts, manufacturer certifications for all wire rope and lifting hardware, and a 24-month factory warranty, with payment terms set at Net 30 following delivery and acceptance. Work performance is scheduled Monday through Friday, 0700-1800 hours, excluding federal holidays and base closures, with the contractor assuming full responsibility for all personnel, equipment, supplies, facilities, and compliance with base safety and environmental procedures.
